- The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) located in Honolulu, HI has a requirement for a contractor to: (1) provide four fishermen for up to 14 days each to conduct continuation of the pilot fishery independent survey of bottomfish in waters around Oahu and Maui using local fishing vessels; (2) provide four fisherman for up to five days each to expand the State of Hawaii's bottomfish tagging programs;, (3) provide six fisherman for up to five days each to conduct a day/night comparative fishing experiment and; (4) assist with logistics to discuss progress of the projects with local constituents, including the fishing and scientific communities beginning on/about October 1, 2014 and continuing through September 30, 2015. This requirement also includes options for up to three additional one-year periods following the base period. The Contractor shall furnish the necessary vessels, personnel, equipment, and services (including all bottomfish fishing gear, bait and insurance for the vessel and the ship's personnel) to perform the following: - Provide four fishing vessels (including crew) to conduct fishing operations for 14 days each at selected sites in waters around Oahu and Maui during August/September 2015 as part of the PIFSC gear calibration study. In addition, contract at-sea technicians (scientific personnel) to collect scientific data while at sea. The Captains of contracted vessels must have sufficient experience with bottomfish fishing in the Hawaiian Archipelago. Vessels must be capable of housing 1-2 scientific personnel and crew for the duration of the fishing trip. - Provide four fishing vessels in Hawaii (including crews) for five days each in the summer of 2015 to tag and release bottomfish following standardized protocols. A key-species list will be provided to each contracted vessel along with tags. While conducting tagging operations throughout the contract period, fish will be tagged and released by the crew and requisite information recorded (e.g., tag number). The Captains and crew of contracted vessels must have sufficient experience with bottomfish fishing and bottomfish tagging in the Hawaiian Archipelago. - Provide six fishing vessels in Hawaii during October or November 2014 to conduct a day/night fishing experiment in Hawaii. In addition, contract at-sea technicians (scientific personnel) to collect scientific data while at sea. The Captains of contracted vessels must have sufficient experience with bottomfish fishing in the Hawaiian Archipelago. Vessels must be capable of housing 1-2 scientific personnel and crew for the duration of the fishing trip. - Periodically conduct constituent meetings to discuss progress of the projects. A comprehensive list of actual requirements will be included in the Statement of Work within the solicitation package document. The proposed contract action is set aside for small business concerns. The NAICS code for this procurement is 541690 and the business size standard for this requirement is $15.0M. Any vendor desiring to be considered for award MUST be registered in the System for Award Management (SAM) using this NAICS code. Any resulting contract will be awarded as a firm-fixed price type contract. Solicitation documents will be made available for download on or about July 15, 2014 at http://www.fbo.gov/.
