- Perform Mandatory Triennial Electrical Testing and Corrections at UD and HZ This is a competitive (best value) procurement set-aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). General Scope: Provide professional electrical engineering services for complete electrical safety testing and maintenance services. Perform Mandatory Triennial Electrical Testing and Corrections at UD and HZ at the VA Pittsburgh Healthcare System. Professional services will be performed by an electrical engineering firm or a design firm with professional electrical engineers on staff or an electrical testing company with a professional electrical engineer on staff (or subcontracted).This engineer will be responsible for the following: Site investigation and will oversee general field observation of work being conducted, including coordinating and scheduling all power outages with VA COR and VA Staff. Engineer will be present at the testing of major equipment, primary switchgear, switchboards, generators, and circuit breakers. The engineer need not be present at the individual testing of thermographic survey or cable testing. The testing will require thorough planning to include a detail list of impacted area(s) for each outage and to limit disruption of services to the medical facility to a minimum. The applicable NAICS is 238210 with the small business size standard of $40 million. The Solicitation will be issued on or about August 18, 2014 to interested parties through electronic data interchange at the following URL: http://www.fedbizopps.gov for downloading FREE OF CHARGE. Any amendments to this solicitation will be available at the same website. Offerors are advised that they are responsible for obtaining amendments from the website. Any questions must be submitted to the Contracting Officer by e-mail to Angelamarie.Scott@va.gov and must identify project number and name in the subject. The deadline for proposals will be due on or about September 18, 2014 (The due date in the solicitation is the actual due date that must be adhered to). All responsible sources may submit a proposal which shall be considered by the agency if received timely. Prospective contractors shall complete electronic annual representations and certifications shall be registered in System for Award Management (SAM) at http://www.sam.gov. and be registered and verified at http://www.vip.vetbiz.gov prior to award of a contract.
