- PKI KCMS Statement of Objectives This is not a solicitation but a Sources Sought Synopsis for market research purposes only. The Government is not entertaining questions at this time. All respondents are requested to submit a capability statement (no more than 5 pages) that includes the following information: 1. Identify commercial or non-developmental items that meet the Government's Statement of Objectives (SOO). 2. Advise the Government if the stated requirement is on a pre-priced contract (GSA, NETCENTS, ESI, etc.). 3. Provide a high level ROM for the effort. 4. Advise the Government of the business size standard particular to the proposed NAICS 511210 "Software Publishers." 5. Provide feedback on the proposed NAICS code and attached SOO.
