Description
INTRODUCTION This is a pre-solicitation / non-competitive (notice of intent) synopsis to award a purchase order without providing for full and open competition. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Diagenode, Inc., 400 Morris Avenue, Suite 101, Denville, NJ 07834-1362 to provide the IP Star Compact Automated System to the NHLBI Division of Intramural Research (DIR). BACKGROUND The NHLBI Systems Biology Core laboratory studies the fundamental epigenetic mechanism of gene transcription in mammalian system. The laboratory developed the ChIP-seq technique to study the genome wide histone modification landscape and transcription factor binding profiling. Its research on epigenetics and epigenomics requires making a large number of ChIP-Seq and RNA-Seq libraries. Generation of these libraries involves tedious and repetitive operations including multiple steps of washing beads, changing buffer, etc. It is also easy to introduce human errors during this lengthy process. The SX-8G IP-Star Compact Automated System is needed to automatically perform these repetitive operations. The existing protocol for manual ChIP-Seq library preparation takes 3 days. The SX-8G IP-star Compact Automated System can reduce the hands-on time to 1 hour. With this machine, the laboratory can increase its capacity to generate more libraries, reduce human errors and free the limited manpower for more creative work. PURPOSE The SX-8G IP-Star® Compact Automated System is to be procured to replace the time-consuming procedures involved in the CHIP-seq and library prep experiments. With the assistance of the machine, government employees in the laboratory can focus more on the creative thinking and yield more productive research results. PROCUREMENT The contractor shall provide the following equipment: -SX-8G IP-Star Compact Automated System (Reference No. UH-002-0001), Qty. 1 JUSTIFICATION The sole source determination is based on the fact that the SX-8G IP‐Star Compact Automated System is the only commercial system that integrates and fully automates the difficult, error‐prone, and variable steps in epigenetics research studies. It uniquely provides an optimized and flexible assay workflow and automated software protocols for comprehensive epigenetics assays, including for the following applications: automated chromatin immunoprecipation (AutoChIP), automated methylation studies (AutoMeDIP and AutoMethylCAP), automated DNA purification (Auto‐IPure) and automated library prep for next generation sequencing. The SX-8G IP‐Star is the only designated epigenetics system that is flexible for multiple reagent sources and assay types. It can be paired with optimized Diagenode kits for all of the applications above, or it may be used with the researchers' own antibodies and reagents. It is also compatible with researcher's own reagents and antibodies. The SX-8G IP‐Star integrates high performance magnetic purification technology, automated pipetting, automated mixing, incubation in Pelletier chambers, and integration with a portfolio of well‐tested kits and antibodies, many which have been on the market for years. This automated technology was developed and patented by Diagenode and its exclusive development partners. Diagenode has exclusive access to commercialize this epigenetics workstation in the United States. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source (for purchases not exceeding the simplified acquisition threshold) and only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION The North American Industry Classification System (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, and the Small Business Size Standard is 500 employees. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable (FAR Part 6.001). The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-74 (July 1, 2014). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by July 16, 2014 at 9:00am EST and must reference synopsis number NHLBI-CSB-(HL)-2014-141-JML.
