- The Government intends to solicit for Alcohol Detection Devices (ADD) to support the 21st Century Sailor Office Alcohol and Drug Prevention Office (N17A). The required devices are 2,000 Alcohol Detection Devices (ADD) model Alcomate 7000 Premium, 39,390 replacement sensor modules (AL 7000), and 81,000 disposable mouthpieces (bag/50,AL 7000) all of the Alcomate brand name to addresses provided by the US Navy commands Fleet wide.. Only the specified brand will match the equipment already deployed in the field. The contractor will be required to ship the items to various addresses that will be included in the solicitation documents. Shipment to APO/FPO addresses will also be required. It is the Government ™s intention to process this procurement on an Other than Full and Open competitive basis. It is the Government ™s intention to issue a Firm Fixed Price contract in accordance with FAR 13.5 (SAP-CI) procedures. The delivery period will be one base year and two one (1) year option periods. The applicable NAICS code is 423490 and size standard is 100 employees. Upon its release, the solicitation will be issued electronically and be available for downloading at the NECO Website: http://www.neco.navy.mil. The closing date for the receipt of offers will be set forth in the RFQ. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments that may be issued. The Government will not pay for the information received. By submitting an offer, the quoter is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management, (SAM), database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award.
