- Cameron Springs Rehabilitation Project Specific Tasks (Draft) 5.1 General: The Contractor shall provide non-personal services to the Government for the Fort Riley Directorate of Public Works, Conservation Office to revitalize the entire water body of Cameron Springs at Fort Riley, Kansas, as well as potentially remove brush and trees surrounding the water body. 5.2 Basic Scope: The Contractor shall review the scope of work and specifications and visit the work site to become thoroughly familiar with details of the required work and site conditions, and notify the Contracting Officer (KO) of any discrepancies in the specifications and actual conditions. All discrepancies shall be resolved before the Contractor begins work. 5.3 Specific Scope: The Contractor shall remove an average of 3 feet of silt across the entire water body of Cameron Springs Lake. Total average of estimated silt to be removed is 7,000 cubic yards. The water body is an estimated 1.44 acres in size. Existing woody vegetation (brush and trees) may also be removed as part of the contract, but will be bid on in a separate CLIN item of the contract. Brush/Tree size may range from 1 inch to as much as 48 inches diameter. 5.3.1 Technical Exhibit 1 indicates the project site. Technical Exhibit 2 indicates the possible brush and tree removal to be included in the project. 5.3.2 The Contractor shall haul and deposit the silted material to the site identified in Technical Exhibit #1. The road leading to the haul site will need trees removed/trimmed prior to accessing by machinery and dump trucks. A dirt berm will be built up at the haul site to hold silted material in as well as cut down on erosion problems. Removal of fill material from lake will follow normal industry standards such as a use of a track hoe and dump truck. 5.3.3 The Contractor may also as part of the contract remove brush and trees identified in Technical Exhibit 2. The road leading to the haul site will need trees removed/trimmed prior to accessing by machinery and dump trucks. Brush and trees removed will also be hauled to the same site identified in Technical Exhibit 1 to be piled, but not inside dirt berm with dredged material. The COR will identify place to dump brush/trees, but within direct vicinity of dirt berm and silted material. 5.3.4 The Contractor shall perform the work in such a manner as to minimize disturbance to vegetation surrounding Cameron Springs Lake. The Contractor shall level any area disturbed and seed with a contractor lawn seed mix for the region following the rate listed on the seed label when complete. 5.3.5. The Contractor shall inform the Government at least 15 days prior to initiating work at the site. The Government will call in a Dig Safe to have any underground utilities marked prior to work commencing. 5.3.6. The Contractor shall install erosion structures as needed to prevent erosion both during and following the project to include the haul site and dirt berm area. 5.3.7. The Contractor shall not access the site when environmental conditions (wet) would cause substantial rutting of the terrain to be worked on. 5.4 Period for Performance: Available periods for performance are current time through October 15, 2014. All work shall be complete not later than by 15 October 2014. 5.4.1 The Fish and Wildlife Supervisor will be notified 15 days prior to initiating work at site. Work activities may be conducted at any time of the year unless otherwise directed by the Fish and Wildlife Supervisor for specific reasons but the contractor must accomplish assigned amount of work by 15 October 2014. 5.5 Work Site Requirements: The Contractor shall maintain work area(s) in neat, orderly and safe condition throughout the period of performance. The work site shall be neat and orderly at the end of each workday and upon completion of the work. The Contractor shall be responsible for immediate cleanup of any spillage if it should occur. The Contractor shall access the worksite by the designed route provided by the Fish and Wildlife Supervisor. This Sources Sought Notice is for market research and planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer.
