Description
JOFOC ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Kongsberg Underwater Technology, Inc. of Lynnwood, WA; for transceiver equipment. ***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) requirement for 2 Wide Band Transceivers (EK80) and a 3 compatible, composite transducers with an 18 degree beam angle, 70kHz split beam operation, depth rated to 1500m. The Government aims to survey fish and estimate sizes and species in shallow water canals by purchasing and using an EK80 Wide Band Transceiver and ES70-18CD ceramic Wide Band Transducer. Kongsberg Underwater Technology, Inc. is the only known vendor capable of providing this equipment. The EK80 WBT uniquely transmits wide bandwidth (45kHz-90kHz) acoustic pulses over composite transducers and processes the data in real-time to provide 3-D target locations and backscattering spectra with unprecedented high signal-to-noise ratio. No other echosounder features continuous wide band performance with real-time target identification, tracking and spectral characterization. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
