- This SOURCES SOUGHT NOTICE is for market research purposes ONLY - No award will be made from this notice. However, this research will assist the Government in determining the availability of LOCAL (defined as physically located in Northern California) small business firms for a potential small business category type set-aside. A draft copy of the Statement of Work, dated 26 June 2014, is attached to this notice. Potential offerors having the skill and capabilities necessary to perform the described project are invited to provide a Capabilities Statement via email to Dennis.C.Tremethick@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Interested small businesses may identify their interest and Capability Statement, and respond to the requirement by August 11, 2014 05:00 PM (PDT). The Government will not pay for any costs associated with information submitted and responses to this notice. CAPABILITY STATEMENT The following requests are designed to apprise the US Army Corps of Engineers, San Francisco District, of the execution capabilities of prospective contractors. Please provide your response to the following: 1) Offeror's names, address, point of contact, phone number, and e-mail address. 2) Distance from Sausalito, California. 3) Offeror's capability to execute this contract shall provide: a sample of a contract of this magnitude and complexity with demonstrated comparable scope, performed within the past 5 years - brief description of the project, customer name, timeliness of performance, customer satisfaction, dollar value of the project, and date of completion. a) Please provide at least two (2) example projects. 4) Offeror's type of small business and Business Size (e.g., 8a, woman-owned, HUBzone, SDVOSB, etc.). Your response is limited to three single-sided pages total - using 12 pt font. Please label your email response as follows: Subject: Response to W912P7-14-R-0014: Sources Sought market research for Bay Yard Debris Removal Service, Sausalito, California. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. Respondents will not be notified of the results of the evaluation. Specifically, the purpose of this notice is to gain knowledge of potential LOCAL, small business (SB) sources in the following categories: Small Business, Certified 8a, Certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), to provide services for: The U.S. Army Corps of Engineers San Francisco District is seeking sources to support on the items listed below for which the applicable NAICS code is 562112, Debris Disposal Services for the Navigation Section at the Base Yard, Sausalito, CA. The Federal Supply Code (FSC) will be S205. The Standard Industrial Code (SIC) used is 4212. The size standard for small business is $35,500,000.00. Interested parties sought for Debris Disposal Services for the Navigation Section at the Base Yard, Sausalito, CA will be solicited as a Request for Proposal. The resulting, base plus two (2) option year, contract includes collection of debris, collected from the San Francisco Bay Area waterways, and their disposal in an approved State of California or County landfill/refuse site. All activities must be compliant with applicable County, State, and Federal sanitation regulations including those pertaining to special handling and disposal of Hazardous Materials (HAZMAT) in accordance with the Statement of Work. All responses will be analyzed in order to determine the appropriate strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources including certified HUBZone small business, Service-Disabled Veteran Owned small business, Veteran-Owned small business, Certified 8(a) small business, Women-Owned small business, etc. Other than Small Business may respond to this notice in the event the market does not indicate significant Small Business interest. The Corps of Engineers collect debris as a part of their navigation mission, to insure waterways are safely navigable. Debris is separated into two (2) types; quote mark clean quote mark and quote mark hazardous material quote mark. quote mark Clean quote mark debris will consist of non-hazardous material that can be disposed of at most landfill or transfer locations. quote mark Hazardous material quote mark consists of creosote treated wood or debris, that may have special handling requirements or disposal locations. In accordance with the Statement of Work & Federal, State and local laws & regulations, the contractor shall: Furnish, maintain, empty, and replace 40-yard debris bins for clean debris. Contractor shall provide 40-yard debris bins, and maintain them in a condition that they are safe, clean, and free of holes or damage. The Government will fill the bins, insuring only clean debris is loaded. Contractor shall haul the bins to an approved disposal site, empty the bins, and return them to the Base yard within 48 hours of emptying them. Furnish, maintain, empty, and replace 40-yard debris bins for Hazardous Material debris. Contractor shall provide 40-yard debris bins, and maintain them in a condition that they are safe, clean, and free of holes or damage. The Government will fill the bins, insuring only Hazardous Material debris is loaded. Contractor shall haul the bins to an approved disposal site, empty the bins, and return them to the Base yard within 48 hours of emptying them. Provide Emergency Service of any type debris bin within 8 hours of request. Clean up and disposed of appropriately, any debris or garbage spilled in the emptying or hauling. The Contractor shall provide the method and means to prevent the spilling or scattering of debris from the truck while hauling. Submit: o Certificate of Insurance - Certificate of Liability Insurance shall be provided prior to contract start, and annually as renewed. o Exposure Reports - An exposure report documenting total man hours worked must be submitted by the 3rd of each month to Base Yard Office, by either mail or fax. Additionally, all monthly safety meeting topics, dates, and attendees shall be recorded on the back of each exposure report. o Monthly Invoices o Disposal Verification Letters and Statements - Contractor will submit all disposal record with monthly invoice as supporting documentation to charges billed. Complete and submit a monthly service log, provided by the COR or Base yard Supervisor. The driver shall log actual service times of each bin (hour and minutes), number of bins serviced, start and completion times, dates, locations, names of all personnel working that day, and any defects found. The log shall be included with the monthly invoice submittal. Any copies of this log needed by the Contractor are the responsibility of the Contractor. Assume responsibility for any damage to his/her equipment that is caused by any means, other than the government or its representatives. Assume responsibility for all requirements, fees, and reports of disposal.
