- Amendment No.: 005 is for Solicitation No.: A14PS00528 is as follows: 1. To extend the closing date to July 15, 2014 at 12:00 p.m. 2. To allow the government time to respond to questions recieved. NO MORE QUESTIONS WILL BE ACCEPTED. 1. Page 65 of 257 revises FP-03 Section 205-Rock Blasting with the inclusion of non-toxic type expansive chemical agents which may be required by environmental requirements. The only related environmental requirements we were able to locate are on page 168 of 257, numbered paragraph 3, which states If blasting or drilling is planned for the segment of road from approximately station 59+00 to 64+00, the U.S. Fish and Wildlife Service and the BLM shall be consulted. There is suitable nesting and foraging habitat for the Mountain Plover in the project area; therefore, a survey for Mountain Plover shall be conducted during the breeding season (April July) prior to construction. Effects, if any, to threatened, endangered, or sensitive species would be minor and temporary (EA, part IV, A.4.). We request clarification on the allowable method of blasting, as this project will require significant blasting and rock excavation, incidental to earthwork under Item 204. The FP-03 and supplemental specifications and bidding documents appear to allow controlled and production blasting with explosives, please clarify. Response: From the work on-going in N55(2) we doubt that non-toxic type blasting or any blasting will be required since most of the project is in fill. So this should not be an issue. 2. Page 72 of 257 provides a replacement for Section 213, and describes subgrade stabilization with RoadBOND EN 1. This stabilizer requires certain in-situ soil characteristics to exist. In the event RoadBond is not used in certain sections of roadway, please clarify how subgrade stabilization will be paid. Response: It appears the bidder did not review the plans and bid schedule closely. This work is paid for under bid item 21301-400 by the square meter of finished subgrade surface and only in the locations that require it. So the contractor's lab will run samples to determine the soil class and PI and that data is submitted to us to determine the exact locations. 3. The Geotechnical Report provided with the bidding documents does not provide borehole information for N55 (3) 1, 2 &4, with the exception for boreholes at Sta. 62+245, at a structure location. Please provide borehole data and any other relevant geotechnical data for this roadway section. Response: The geotech report should cover the entire route. We will check and give a more detailed response but are you sure your office provided the entire report? On a side note, the changes we brought to your attention, I had asked if you wanted me to make the corrections and forard back so they get put into the solicitation package as an amendment but you didn't give me a definitive response yes or no?
