- Description
- 1. This solicitation is intended only for local sources in accordance with FAR 5.202(a)(12). Local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation. 2. This procurement shall utilize Sealed Bidding Procedures. Bids will be publicly opened at the time set for opening in the Invitation for Bid (IFB). Their content will be made public for the information of bidders and others interested, who may be present either in person or by representative. Before a bid is considered for award, the bidder may be requested by the Government to submit a statement regarding his previous experience in performing comparable work, his business and technical organization, financial resources, and such other information as may be required to evaluate the bidders responsibility. 3. The procurement will result in the award of a Firm-Fixed Price (FFP) contract to Install Occupancy Sensors, Various Buildings At U.S. Naval Air Station Facilty, Misawa, Japan. The scope of work includes, but is not limited to labor, supervision, tools, materials, and equipment necessary to install new occupancy sensors in the Navy buildings, Misawa U.S. Air Force Base. The Contractor shall be required to complete the entire work, ready for use, not later than 210 calendar days after the date of Award. This time period includes a mailing period which includes the days for mailing of the Notice of Award and the submission of the required bonds and Certificate of Insurance. The time for completion shall include final clean-up of the premises. Within the overall project schedule, commence and complete the work in each building. All work on each building shall be completed prior to the starting work on next scheduled building. If the Contractor desires to work in multiple buildings simultaneously, the contractor shall submit a written request giving specific dates and locations for approval. 4. Per FAR 36.204, the magnitude of this project is between 25,000,000 and 50,000,000. 5. Bids shall be evaluated without discussion. Award will be made to the lowest responsible bidder whose bid, conforming to the solicitation, is the most advantageous the Government considering price and price-related factors included in the invitation. 6. Unless otherwise indicated in the synopsis, this is an Internet-only solicitation. It is the bidder s responsibility to check this site daily in order to be notified of any changes to this solicitation. 7. The solicitation will be issued on or about 23 July 2014. Bids will be due on or about 22 August 2014 at NAVFAC FAR EAST Yokosuka, Japan at the time and venue specified in the IFB. 8. Bidders can view and/or download the invitation at https://asia.neco.navy.mil/ when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE BIDDER TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
