Description
This presolicitation notice is for the Upgrade of the Fuel Island located at Hunter AAF, Georgia. This acquisition is being solicited on an unrestricted basis and will result in a Firm-Fixed-Price Contract Award. The magnitude of construction for this project is more than $10,000,000.00. Description of Work: Construct two (2) 795-kiloliter (kL) (5000-barrel) (BL) above ground fuel storage tanks, 114 liter-per-second (1800 gallon-per-minute) pump house, fixed pantographs, and two (2) high reach mobile pantographs. The project includes 800 linear meters (2624 linear feet) of piping. Include an 83.6 square-meter (m2) (900 square-foot) operations building. Provide utilities, cathodic protection, leak detection, automatic tank gauging, pavements, area lighting, emergency generator, fire protection, and communications. Demolish or decommission ten (10) 189.3-kL (50,000-gal) underground tanks and supporting fuel structures at the existing fuel island.to include the construction of above ground fuel storage tanks, pumphouse, fixed pantographs, and two (2) high reach mobile pantographs. The contract duration is 540 days. Evaluation Criteria: The Government will utilize a Best Value Trade-Off Methodology in rendering the best value decision for award of this contract. Only that Offeor whose proposal provides the best overall value will be awarded the contract. The evaluation factors and their relative importance for this solicitation and evaluation process are as follows: Non-Cost Factors: Factor 1: Past Performance - Less important than Factor 2. Factor 2: Specialized Technical Experience - More important than Factor 1. Factor 3: Small Business Participation Plan - Less important than Factor 1 and significantly less important than Factor 2. Price: All non-cost factors, when combined, are equal in importance to price. Award will be made to the Offeror whose technical submittal price proposal contain the combination of criteria requested which offers the best overall value to the Government. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. NOTE: This solicitation will be issued in electronic format only and is anticipated to be available 30 May 2014. Please note that the proposal due date will be specified in the solicitation when issued. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. Any prospective Offeror must register in the System for Award Management (SAM) at https://www.sam.gov. After completing SAM registration, interested Contractors and their subcontractors must then register at https://www.fbo.gov in order to obtain the solicitation documents, plans and specifications for this solicitation. Contractors that have an existing account should be able to use their existing logins to search for the solicitation number once it is released at www.fedbizopps.gov. It is the Offeror's responsibility to check the internet address provided as necessary for any amendments that may be posted to this solicitation. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. The North American Industry Classification (NAICS) is 237120.
