- This is a Request for Information only. This request is for planning purposes, and does not constitute an invitation for bids, request for proposals, quotes or an indication that the Government will contract for the items contained in this notice. The Government will not reimburse respondents for any cost associated with the submission of the information being requested or reimburse expenses incurred to the interested parties for responses. The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, MD 21005, on behalf of the Communications Electronics Research and Development Engineering Center (CERDEC) Intelligence and Information Warfare Directorate (I2WD) is conducting a Market Survey to identify potential sources for the research, development, and implementation of the software framework and infrastructure for the (software modules, interfaces, data repositories, etc.) necessary for establishing a Biometrically Enabled Intelligence System Integration Lab (BEI SIL); and to research and develop the methods and standards of integration of aforementioned biometric technologies to establish baseline processing capabilities; and ongoing Research, Development, Test, and Evaluation (RDT&E) support leveraging the SILs capabilities. Please see attached draft Performance Work Statement (PWS) for more details All contractors/subcontractors supporting this effort must be ready to perform by 29 July 2014. There will be no transition time for this effort. The contractors/subcontractors performing this effort must be fully staffed on day one. Interested sources are requested to submit a brief summary statement of capabilities to include in-house capability versus outside resources (i.e. subcontractors/teaming arrangements), and complete the enclosed questionnaire found on pages 3-4 to include information such as company size, past performance information, facility security classification currently held, and pertinent points of contact. All submissions must be in Microsoft Word or Adobe PDF (1-inch margins and 12 point Arial or Times New Roman font), e-mailed to Lee.Alexis.civ@mail.mil. Label the cover page clearly with RFI title: Biometrically Enabled Intelligence (BEI) Systems Integration Lab (SIL) Development, respondent organization, and POCs. The page limitation for the Statement of Capabilities package is 15 pages including figures & tables but excluding the completed questionnaire. All submissions must be received no later than 1pm Eastern Time on Monday, 14 July 2014.
