Description
FOR INFORMATION PURPOSES ONLY SOURCES SOUGHT ANNOUNCEMENT: Mission Installation Contracting Command Center (MICC), Fort Belvoir, Virginia is seeking a contract vehicle that provides Program Executive Office Enterprise Information Systems (PEO EIS) with contractor support for emergency notification services for 2,500 users and training. This contract includes diagnostics, control programming, and other direct costs for PEO EIS. This is a sources sought notice and should not be construed as a solicitation announcement. The submission of this information is for planning purposes only. It is not to be construed as a commitment by the Government to procure any services, nor is it the intent of the Mission Installation Contracting Command Office (MICC), Fort Belvoir, Virginia to award a contract on the basis of this sources sought request. This sources sought is unrestricted. The North American Industry Classification System (NAICS) classified for this effort is 541511 Custom Computer Programming Services. Small Business Size Standard $25.5 Million. CONTRACT INFORMATION: Mission Installation Contract Command (MICC), Fort Belvoir, VA is seeking preliminary marketing information, from capable and reliable sources to gain knowledge of potential qualified business sources capable of providing PEO EIS with Emergency Notification System that has the bandwidth to Contact up to 2500 personnel both CONUN and OCONUS. The MICC, Fort Belvoir anticipates a FIRM-FIXED-PRICE contract for a period of performance for one base period of eight (8) months and three (3) one year options. Your company must have a DUNs number and be registered on-line at System for Award Management. Your on-line SAM registration will cover any/all of your offers to the Federal Government, and only needs updated annually. BROAD DESCRIPTION OF WORK: Contractor support for emergency notification services for 2,500 users and training. This contract includes diagnostics, control programming, and other direct costs for PEO EIS. REQUIREMENTS: Emergency Notification System (ENS) must be approved by the Department of Defense Information Assurance and Certification and Accreditation Process (DIACAP) with the Authority to Operate (ATO) and meets all security requirements based on DoD and US Army Information Assurance regulations. ENS must also be have an approved Privacy Impact Assessment (PIA) and is authorized to collect Personal Identifiable Information (PII). ENS will need to have the capability to contact personnel up to 2500 both CONUS and OCONUS. Task 1 Provide an Emergency Notification System that has the bandwidth to Contact up to 2500 personnel both CONUN and OCONUS. Task 2 Provide a 24 hour customer service to assist in the event of technical difficulties. Task 3 ENS must have the ability to produce quote mark real-time quote mark reports with detailed information to include: -Responses from personnel with notification details (time, type of device used for response, etc.) -Detail maps that define area of operations -contact personnel by phone, email, text and other technical applications (i.e., facebook, twitter, etc.) - A dial in feature to retrieve messages (message board) -Dial in feature must have a minimum of 10 minutes of space to allow ample time for recordings. -Unlimited 2-way email and text messages. Task 4 Contractor must be listed on the GSA Calendar, and must have a registered Wide Area Workflow (WAWF) account. Emergency Notification System (ENS) must be approved by the Department of Defense Information Assurance and Certification and Accreditation Process (DIACAP) with the Authority to Operate (ATO) and meets all security requirements based on DoD and US Army Information Assurance regulations. ENS must also be have an approved Privacy Impact Assessment (PIA) and is authorized to collect Personal Identifiable Information (PII). ENS must have the capability to contact personnel up to 2500 both CONUS and OCONUS. All interested firms shall submit a capabilities package and email to daniel.m.quinn1.civ@mail.mil. Submission shall be received by 12:00 PM, Eastern Time, 11 July 2014 and shall not exceed five (5) one-sided, 8-1/2 x 11 pages. This Sources Sought is only for market research purposes in accordance with Federal Acquisition Regulation part 10. This sources sought does not constitute a request for proposal nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of response to this notice. All data received in response to the sources sought marked or designated as corporate or proprietary will be fully protected from release outside the U.S. Government. No hard-copy or facsimile submissions will be accepted. Interested offeror's shall submit in a written format via email to daniel.m.quinn1.civ@mail.mil. Phone calls and fax transmittals in response to this sources sought will not be accepted. Personal visits for discussing this announcement will not be scheduled.
