- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures and FAR 6.302-2 for other than full and open competition. The US Army Contracting Command, Aberdeen Proving Ground - Installation Contracting Division, 6001 Combat Drive, Aberdeen, Maryland, 21005 has a requirement for the following: Maintenance Repair and Calibration of Air Monitoring Equipment known as ThermoFisher Beta Attenuators. All NOx, S02, C02 and Ozone analyzers require the recommended factory calibrations and performance tests as prescribed by the manufacturer. General preventative maintenance and parts replacement will also be distinctly possible. This type of work includes but is not limited to capillaries, pump rebuild kids, and batteries. Some analyzers require sensor, board and various hardware replacement and repair. The use of certified calibration gas will also be required to perform the factory recommended and required calibrations and performance tests. The intended period of performance is 1August2014-31July2015. Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy the agency requirements, the Government intends to award a firm-fixed price sole source contract to Thermo Eberline LLC, 27 Forge Pkwy, Franklin, MA 02038-3135. This firm is the sole source manufacturer and maintenance of this service and the vendor owns the proprietary rights to this software. The associated North America Industry Classification System (NAICS) Code is 811219 and the Business Size Standard is $19 million. Efforts to solicit other contractors are being made via this announcement in accordance with FAR 5.2. All responses received within seven (7) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM Eastern Time, 16 July 2014. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
