Description
NASA/KSC has a requirement for Advanced Plant Habitat (APH). NASA KSC requires Payload Integration and Operation Support Services, to include developing, certifying, and fabrication of two (2) flight APH payloads, and two (2) sets of spare subsystems/Orbital Replacement Unit (ORU) (e.g. Growth Light Assembly (GLA), PHARMER avionics unit,Water Recovery and Delivery System (WRADS), Environmental Control System (ECS), Power Distribution Assembly (PDA), Thermal Control System (TCS), Growth Camera #1 & 2, ISIS drawer, and Growth Chamber) for implementation on the International Space Station (ISS) an Advanced Plant Habitat Facility that will provide the research community a large environmentally controlled growth chamber for use on the International Space Station (ISS). In addition, a select number of spare parts will be acquired to support the subsystems/ORU and the Engineering Development Unit (EDU). Research on the International Space Station focuses on meeting the needs of long-term spaceflight to destinations such as asteroids or Mars. NASA/KSC is developing a plant habitat with a large growth chamber to learn the effects of long-duration microgravity exposure to plants in space. The APH is going to be the largest environmentally controlled Plant Growth Chamber that will be onboard the ISS. The plant habitat is configured as a payload that will be mounted on a standard Expedite the Processing of Experiments to Space Station, or EXPRESS, rack. NASA/KSC intends to purchase the services from Orbital Technologies Corporation, DBA Orbitec. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on July 24, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
