- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - The Government is currently conducting market research to gather information and identify potential sources for the requirement identified below. A solicitation is not available at this time, and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, in support of the Northwest Fisheries Science Center seeks potential vendors to provide a 12 month lease for eight (8) Ecological Acoustic Recorder (EAR) with option periods, see the Statement of Work. Please provide the following information as requested: 1) A statement that you believe that your firm has the capability to meet these requirements and perform these services. The name of manufacturer, make or model number specifications, physical, functional, or performance characteristic. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is a small business, HUBZone-certified, Service Disabled Veteran Owned, Woman Owned or SBA 8(a) program certified; All information received in response to this notice shall be treated as Business Sensitive or confidential to the responder, exempt from public release under the Freedom of Information Act. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the U.S. Government and will not be returned. STATEMENT OF WORK NFFP7100-14-03147,CB29980 1.0 Organization 1.1 Organization The Northwest Fisheries Science Center (NWFSC) National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. 1.2 Background and Objective The NWFSC provides scientific and technical support to NMFS for the management, conservation, and wise use of the Northwest region's marine and anadromous resources. The NWFSC Marine Mammal Program focuses on emerging management issues in the northwest region. The program's focus includes contaminant effects on populations, prey resources including improving techniques for fatty acid analyses and stable isotopes, energetics, climate and environmental relationships with marine mammal populations, and cumulative risk analyses. 2.0 Services Required 2.1 (Base) Collaborative 12 month lease for 8 deep Ecological Acoustic Recorders (EAR)(6 battery pack) and refurbish 1 Deep EAR door and electronics. 2.2 (Options) Collaborative 12 month lease for 5 additional Deep Ecological Acoustic Recorders (EAR)(8 battery pack), and 5 additional Extra Deep Ecological Acoustic Recorders (EAR)(8 battery pack). 2.3 The vendor shall provide training and assistance for the programming, servicing, and preparing the acoustic recorders for deployment. 3.0 Deliverables 3.1 (Base) The vendor shall provide a refurbished 1 Deep EAR door and electronics and renew lease for 8 deep Ecological Acoustic Recorders (EAR)(6 battery pack) by 1 September 2014. 3.2 (Options) The vendor will initiate a lease for 5 additional Deep Ecological Acoustic Recorders (EAR)(8 battery pack), and 5 additional Extra Deep Ecological Acoustic Recorders (EAR)(8 battery pack) effective 1 September 2014. 3.3 The vendor shall provide the NWFSC the specifications of the acoustic recording devices, including but limited to duty cycle, service life, frequency range, and detection ranges under various ambient conditions. In addition, external dimensions and recommended mooring attachment configuration will be provided. The NWFSC will be responsible for all mooring related items and deployment and recovery of the recorders. 3.4 The vendor shall provide documentation detailing software and hardware set up. 3.5 The vendor will provide guidance on the data recovery and analysis from these instruments. 4.0 Data Rights The purpose of this section is to provide direction and clarification in regards to the publication and use of the scientific information that will be generated. 4.1 Reference FAR Part 52.227-14 4.2 The NWFSC owns all data collected on these recorders during this deployment. Publication of data obtained from these recorders during this deployment will be conducted by the NWFSC as collaboration with contractor, including co-authorship. 5.0 Point of Contact 5.1 The NWFSC will designate a point of contact for the vendor for questions, review, and acceptance of submitted work. The point of contact will be responsible for task coordination and acknowledgment of the hours and performance of the contractor. 6.0 Performance 6.1 Place of Performance Services are to be provided at a location agreed upon by both parties. 6.2 Period of Performance Deliverables shall be provided to the NWFSC by August 31, 2015. It is critical that the vendor be able to provide a recorder with a proven track record of high reliability (>90%) over extended durations (>1 year) in severe ocean conditions (e.g. cold temperatures). Units need to meet the specifications below in order to allow comparability of data between sites and years Technical specifications • The vendor will provide a lease renewal on 8 acoustic recorders (Base): o Service life of greater than one year sampling at 25kHz on a 5% duty cycle o Hydrophone sensitivity must be 1 Hz to 28 kHz o Hydrophone frequency response must be -193.5 ± 1.0 dBV re 1 mPa @ 20 °C, 20 V/bar • The vendor must be able to provide a refurbished electronics and hydrophone components for a deep EAR (Base) with same specifications as previously listed • The vendor will provide a new lease on 5 deep recorders (Option) with the following specifications: o Service life of greater than one year sampling at 25kHz on a 7% duty cycle o Hydrophone sensitivity must be 1 Hz to 28 kHz o Hydrophone frequency response must be -193.5 ± 1.0 dBV re 1 mPa @ 20 °C, 20 V/bar o Must be able to withstand depths to 500m • The vendor will provide a new lease on 5 extra-deep recorders (Option) with the following specifications: o Service life of greater than one year sampling at 25kHz on a 7% duty cycle o Hydrophone sensitivity must be 1 Hz to 28 kHz o Hydrophone frequency response must be -193.5 ± 1.0 dBV re 1 mPa @ 20 °C, 20 V/bar o Must be able to withstand depths to 1000m
