- Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to procure Agilent Technologies Inc. brand calibration equipment from Agilent or its authorized distributors (limited competition). The specific items to be acquired include: twenty (20) each model 11730A, Power Sensor Cables; one-hundred (100) each model 53132A/w options 010 and 030, Universal Counters; forty (40) each model 11683A, Range Calibrators; thirty (30) each model 8470B/w option 012, Coaxial Crystal Detectors; and twenty-five (25) each model 3458A, Digital Multi-meters. The electronic equipment is required to support the Navy calibration workload requirements at Aviation Fleet Intermediate Calibration Activities, Fleet Training Activities and the Navy Primary Standard Calibration Laboratories The Government intends to procure the above items under the authority of 10 USC 2304 (c)(1), as implemented by FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy the requirement (brand name), since the required items are specified for use in more than three hundred different NAVAIR Instrument Calibration Procedures. Equipment interoperability/interface requirements are critical to support the calibration of signal generators, power sensors, radio test sets, radar test sets, power meters, and spectrum analyzer support equipment. Instrument Calibration Procedures and laboratory calibration procedures are tailored to the support equipment and interface requirements of the standards used. Substitution would require procedure re-writes, bench test certification and additional training to support new model numbers/systems; thus the costs of which would outweigh the benefits from additional competition. Agilent Technologies is the Original Equipment Manufacturer for the calibration equipment required and owns the design rights and drawings, which were not available for to the Navy to allow for full and open competition. This notice of intent is not a request for competitive proposals. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
