Description
Contractor to provide interior architecture services for the US Trustees' new office space located at 880 Front Street, San Diego, CA 92101. Single source justification: In accordance with FAR 13.106(a)(1)(iii), this requirement is being procured without competition due to an urgent and compelling need. Specifically: On April 21, 2014, GSA issued a press release (http://gsa.gov/portal/content/190335) that it received $70 million for consolidation projects nationwide. Of the total funding approved, $2.733 million is in support of a construction project for the relocation of the US Trustee office from leased space and into the Edward J. Schwartz Federal Building and US Courthouse. US Trustees was informed by GSA that the contract award (to obligate the funding) must be made in FY 14. GSA's plan/schedule was to award a design contract in early May, 2014 for development of preliminary plans/Design Intent Documents (DID's). The final DID's, for all the tenants, are due to GSA on or before 06/23/2014 in order for GSA to make an award for a design/build contract (development of construction documents and the construction itself) before the end of FY14. Due to a short window for development of preliminary plans/DID's (6-8 weeks) and unique spatial requirements required by the San Diego Regional Office, the only A/E firm that can meet this timeline is SAA (Shlemmer-Algaze Associates). They have a designer on their staff who has developed same types of plans, of equal or greater complexity, for UST office relocations in Riverside, Los Angeles and Santa Ana, CA and Denver, CO. Introducing an A/E firm that is totally unfamiliar with UST design and spatial requirements would add approximately 4 weeks to the process/schedule, not to mention the need for additional in-house resources required to educate the new design firm and manage the design project. This additional time would place the UST project at least a month behind GSA's schedule, thus jeopardizing the design/build contract award or, worst case scenario, re-allocation of funding, designated for UST, to another government agency. Per my telephonic conversation with GSA on 06/18/14, if the US Trustees can award a design contract, for development of preliminary plans and DID's, by 06/23/14, GSA would work with UST to get back on schedule, otherwise, funding will be re-allocated.
