Description
HACCP Workshops Background: Contractor shall provide bi-lingual (Spanish and English) technical training development and training delivery services for the seafood industry that are part of the core mission of the Seafood Inspection Program. Since 1992, the USDC/NOAA Seafood Inspection Program has offered a specialized, technical training in the application of the Hazard Analysis and Critical Control Point (HACCP) systems management technique. In 1997, the United States Food and Drug Administration implemented a new regulation based on the HACCP system. 21 CFR Part 123 - the "Seafood HACCP Regulation" requires all seafood companies (domestic as well as international exporters to the United States marketplace) process products in accordance to HACCP principles as specified in the new regulation. As part of its overall mission to facilitate trade and ensure a safe seafood supply, the USDC/NOAA Seafood Inspection Program provides training services to the seafood industry to ensure the industry has the knowledge and necessary skills to meet existing and evolving regulations based on HACCP principles. The USDC/NOAA Seafood Inspection Program Training Section provides ongoing HACCP training in multiple languages, including English, Spanish and French. Providing multi-lingual training is essential to meet the needs of a diverse international workforce. Training Development and Delivery: 1) Delivery of Training Workshops Contractor shall effectively deliver four (4) technical training courses each year in either English or Spanish using the training delivery system developed by the USDC Seafood Inspection Program Technical Services Training section, ranging from 3-7 days in length throughout the United States and at international locations. Depending upon the training course destination, international workshops could include up to 2 days of travel time in addition to the 5 days of classroom time. Anticipated course locations are as follows. Contractor will receive a 30 day notification if the course location is changed. Long Beach, CA 2 workshops Seattle, WA 1 workshop International or additional domestic location 1 workshop 2) Development, maintenance and updating of technical training materials Contractor shall maintain, develop new and update existing USDC Seafood Inspection Program Spanish language training materials and will update materials as needed based on course changes made by the USDC National Training Section and shall update sections to align with the USDC SIP training course curriculum. Knowledge, Skills and Abilities: Contractor shall possess: •Current and up-to-date knowledge of USDC SIP Training Section training curriculum (current 2014 protocol) for HACCP technical training workshops. •Current ability to immediately and effectively conduct USDC 3-day HACCP Workshops as a solo instructor, using the USDC SIP Training Section training delivery system. •Ability to instruct the USDC SIP HACCP Technical Training Course materials in both the English and Spanish languages •Ability to maintain technical working documents and make revisions as directed (for subsequent course editions.) •Up-to-date knowledge of 21 CFR Part 123 and 21 CFR Part 110 and their application to the seafood industry. •Extensive seafood industry audit, inspection and general industry experience, including experience performing USDC processing and sanitation inspections and audits. •Experience with application of HACCP principles to other food industries.
