- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quotation (RFQ). The solicitation number is SAQMMA14Q0153. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-75. (iv) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 333924. The small business size standard is 750 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of issue CLIN 001 - 60 KVA Diesel Engine Driven Ground Power Units (Generators); Quantity Two (2); Unit of Issue: EA CLIN 002 - Diesel Powered Tow Tractor; Quantity One (1); Unit of Issue: EA CLIN 003 - Diesel Powered Sweeper Trucks; Quantity Two (2); Unit of Issue: EA CLIN 004 - C-17 Tow Bar; Quantity One (1); Unit of Issue: EA CLIN 005 - C-130 Tow Bar; Quantity One (1); Unit of Issue: EA (vi) Description of requirements: The contractor(s) shall provide Aerial Ground Support Equipment that meets all minimum requirements as stated in the attached specification list. The contractor shall provide any assumptions, deviations and exceptions to requirement. (vii) Delivery is required by 9/30/2014. Delivery shall be made to New York DA Office, 1200 Fuller Road, ATTN: Crating and Containering International, Linden, NJ 07036. The FOB point is Destination. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government intends to award to the lowest priced technically acceptable quoter. The Government reserves the right to award any and all CLINs; award may be made to one quoter for all line items, or multiple awards may be made, whichever is most advantageous to the Government, and will be made on the basis of the lowest evaluated price quote meeting or exceeding the acceptability standards for non-cost factors. For evaluation purposes, the estimated cost of each additional award is $500. Non-cost Factors A. The Government will determine acceptability by first assessing the quoter's compliance with the terms of the Request for Quotations (RFQ). The Quoter must properly complete and submit all sections of the solicitation. Quotations which do not comply with the RFQ may be rejected on that basis. B. The quoter must be able to demonstrate that it has the necessary resources to provide on-time delivery at a high level of quality. The quoter shall submit technical documentation and other relevant information to adequately support the following: • Plan for performing the work in a high quality manner • Acceptable record of experience and past performance The criteria above will be used to determine which quoters are considered to be technically acceptable in terms of meeting the requirements and complying with all other terms and conditions of the solicitation. Quotations which are found to be technically unacceptable may be rejected without further consideration. Price C. The Government will analyze the prices received for each line item individually and all line items combined, in order to determine whether it is more advantageous to make one or more awards. The lowest price for each line item will be determined by the extended price for each line item, and adding those prices to arrive at a grand total for the combined price. Price will be evaluated by determining the lowest overall price to include delivery to New Jersey, taking into account the cost of multiple awards, if made. Responsibility Determination D. Before award, the Government will determine contractor responsibility by analyzing whether the apparent successful quoter complies with the requirements of FAR 9.1, including: adequate financial resources or the ability to obtain them; ability to comply with the required performance period, taking into consideration all existing commercial and governmental business commitments; satisfactory record of integrity and business ethics; necessary organization, experience, and skills or the ability to obtain them; necessary equipment and facilities or the ability to obtain them; and be otherwise qualified and eligible to receive an award under applicable laws and regulations. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with this offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause: NONE. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition.
