REQUEST FOR INFORMATION: The Census Bureau is conducting market research to identify available sources for the proposed services below: DESCRIPTION OF SERVICES: The U.S. Census Bureau serves as the leading source of quality data about the nation's people and economy. Our strong and capable workforce, our readiness to innovate, and our abiding commitment guide us on this mission to our customers. The strategic goal for the Decennial Census is to meet constitutional and legislative mandates by implementing a reengineered 2020 Census that is cost-effective, provides more timely data, improves coverage accuracy, and reduces operational risk. The U.S. Census Bureau will accomplish this by reengineering the 2020 census through a multi-year research, testing, and development program. To meet the strategic goals and objectives of the 2020 Census, fundamental changes in the design, implementation, and management of census operations must occur. This calls for reengineered approaches and management of field activities, which include the use of technology and automation in training field enumerators and supervisors. The Contractor shall establish a 2020 Census Field Staff Training Materials Team to develop, test, and refine training materials and methods and leverage technology to optimize field staff training for the 2020 Census. The team will work to identify and catalogue the entire universe of training topics and existing reference materials found necessary in previous censuses and surveys and combine all relevant information into a Field Staff Training system. This system will utilize advanced/automated techniques in improving the quality and efficiency of training our field staff. The Field Staff Training Materials Team will participate in mid-decade testing, including the upcoming 2015 Census Test, to test automated training materials, methods, and strategies for field enumerators and supervisors. We will build on the successes and the lessons learned from these field tests to determine the final design decisions for implementing field staff training in 2020. As the team moves towards automating Field Staff training for the 2020 Census, the Training Team will work with subject matter experts from the IT Directorate (ITD) to help plan and develop automated training vehicles in time for the 2020 Census operations. These individuals will focus on both the long-term and immediate needs for training the Field Staff. Scope of Work / Objective The scope of work is to gather, refine, and write all necessary census training and reference materials,which can be transformed and incorporated into Computer Based Training (CBT) for Field Staff training, skill assessment, refresher training, and reference. Specifically, the Contractor must meet the following: Objective 1 - Revise Training Materials • Ensure the readability for all text remains at 8th grade level. • Create comprehensive chapter introductions that outline 1) what trainees will learn and 2) how learning this subject matter is related to their job. • Devise exercises that reflect the learning objectives for each module. • Add five "end-of the day" assessments that align with the learning objectives. Objective 2 - Establish Training Needs • Participate in the planning and development of Field Staff training materials, methods, and materials through workshops, user meetings and discussions, and walk-throughs. • Attend meetings to gain information about specific assignments in general. • Review and analyze planning documents. • Travel to census test sights to observe and assist in conducting training, as needed. • Review, evaluate, and report on all existing training materials for the 2014 Census Test, including: - Training guides and manuals for the 2014 Census Test for nonresponse followup (NRFU) operations for enumerators and crew leaders - 2014 Census Test field office manual for the Local Supervisor of Operations (LSO) - Performance reports for evaluation of enumerator performance, such as assigned workload counts, case status, removed cases, cases completed per hour, etc. - Development of risk registers for the 2015 Census Test activities • Review and evaluate all existing reference materials and manuals. Transform these into Job Aids to accompany the independent learning training modules for enumerators and supervisors. Objective 2 - Instructional Design, Training and Technical Writing • Develop an overall training plan and strategy, based on requirements, for providing an independent learning program and materials to 2015 Census Test enumerators and supervisors. • Develop content for a series of independent learning modules covering all Census NRFU topics, including: o History and importance of the Census o How we conduct a Census o Principles of enumeration o Daily duties of an enumerator o How to use the smartphone and COMPASS to conduct a NRFU interview o Specific interview problems and situations o Use of the smartphone and COMPASS o Managing NRFU cases in COMPASS o Using maps to locate NRFU cases o Census Bureau administrative rules and procedures o Special protocols for interviewing in tribal areas • Develop content for independent learning review modules on uses of COMPASS. • Develop content for independent learning review modules on special interview situations. • Apply effective instructional design principles to all aspects of the independent learning training experience. • Provide guidance to multi-media team providing input for web-based independent learning training modules. • Provide guidance to IT team on converting content to web-based independent learning training modules. • Provide all reference materials needed by Field Training staff in a web-based streamlined format. • Ensure deliverable dates are met. • Develop end-of-training evaluations and assessments to determine whether trainees mastered the topics and tasks presented. • Develop instructor guides for Field Staff including: 1. Detailed independent learning training topic outline 2. Detailed outline of classroom training 3. All content for classroom training, including: a. Receipt of smartphone b. COMPASS review c. Walk-through of NRFU interview d. Role play of interview situations e. Paired practice interviews f. How to report payroll and schedule electronically g. Starting the NRFU interview process 4. All Job Aids for enumerators 5. Content for training of NRFU supervisors 6. Update Microsoft Project schedules, spreadsheets, etc. with actual deliverable dates and status for the work assigned • Provide expert advice and guidance in resolving training challenges associated with complex automated and non-automated training systems. • Develop and maintain a Risk Register in Sharepoint that identifies and tracks risks related to all tasks in support of this objective. The Risk Register will conform to standard Census Bureau risk management guidelines, and shall include mitigation plans and contingency plans as required. • Provide project management (PM) support for project and deliverables oversight. Relevant Experience or Skill Requirements Interested contractors must have: Experience and understanding of the Decennial Census working environment Census Training Development experience with training regimen used through previous censuses along with preparing materials for tests subsequent to 2010 Census Program Management experience to propose and implement tests, measurement systems and data collection; and to use outcomes to inform on going adjustment, within the multi-departmental census environment is imperative. Change management will be ongoing and urgent. Census Program Risk Management experience to identify and quickly resolve project risk areas to meet the overall project goals successfully Program manager (PM) with technical expertise in all of the identified task areas to manage the project successfully Contractor staff must have experience and expertise in training program design and technical writing.
