- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The attached solicitation D14PS00439 is hereby issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. This solicitation is being issued as a total Small Business Set Aside under NAICS 541990 ($14.0). The description of this requirement is as follows: The U.S. Institute for Environmental Conflict Resolution (U.S. Institute) and the U.S. Fish and Wildlife Service (USFWS) are seeking a senior facilitator, support staff, and third-party science neutral to assist with the creation of a framework for best practices USFWS wildlife refuges can use to inform the development of their citizen science programs. The overall goal of this project is to identify a rigorous and widelysupported set of criteria for science and engagement protocols and best practices, or a framework, USFWS refuges can use to guide the development of their citizen science initiatives to increase the number of USFWS refuges collecting relevant and scientifically credible data, to enhance the effectiveness of the agencys public engagement and education programs, and to increase the USFWS ability to partner with other agencies and entities with collection and dissemination of data. The period of performance will consist of a one-year base period estimated as from July 30, 2014 through July 29, 2014, a five-month option period from July 30, 2015 through December 31, 2015, with several optional tasks that may be exercised in either period. The Provision at FAR 52.212-1 applies to this acquisition. No addenda apply. The Provision at 52.212-2 Evaluation Commercial Items is used. The factors to be used to evaluate quotes are Technical Expertise, Paste Performance, and Price/Cost. Technical Experience and Past Performance, when combined, are significantly more important than cost or price. Quotes are to include a copy of the provision at FAR 52.212-3 Offeror Representations and Certifications Commercial Items, with its offer. The Clause at FAR 52.212-4 applies to this acquisition. No addenda apply. The Clause at FAR 52.212-4 applies to this acquisition. Several additional FAR clauses cited in the clause are applicable to this acquisition. The Government will award a Time-and-Materials contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government. Quoters responding to this announcement must provide the information contained in 52.212-3, Offeror Representations and Certifications-Commercial Items with their quotation. Additionally, the quoter is required to provide their Contractor Establishment code (DUNS number). Quoters must be registered in the System for Award Management (SAM) to be eligible for award. For information on registering with the SAM, visit www.sam.gov. The due date for this solicitation is July 21, 2014 at 5:00 PM Eastern. All responses received after the due date and time will not be considered. Quoters are advised that they are responsible for ensuring their quotations have been received prior to the expiration date and time of this solicitation. Any quotations received later than the closing date and time or with missing information requested in this solicitation, will not be considered for award and will be considered as "non-responsive."
