- SOW and drawings This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number 13-4389-08 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 2005-64. The NAICS code applicable to this acquisition is 324120. The small business size standard is 500 employees. This procurement is set aside for small business. Gravel Road Rehabilitation 2014 USDA-ARS Byron, Ga. •1.0 Introduction The Agricultural Research Service in Byron, Georgia is currently seeking proposals from qualified construction contractors to rehabilitate approximately 4/10ths of a mile of a primary gravel road at the Southeast Fruit and Tree Nut Research Station. This roadbed is approximately 14 feet wide and has deteriorated due to erosion and improper maintenance. This work will include grading of the existing ditches, roadway and adjacent areas, cleaning out or replacement of culverts within the work area as required and graveling the roadway to re-establish proper drainage from and along the roadbed. The main focus of this solicitation will be to rebuild the primary road with additional work on secondary roadways, culvert replacements and other optional work in other areas listed as add/alternant items. Contractors must be registered in the Systems for Award Management (SAM) before award or contract. •2.0 Statement of Work Provide all materials, labor, equipment and all other items necessary to rehabilitate the designated roadways as outlined within this solicitation. This work is to be completed by November 30 th, 2014. •3.0 General Requirements •A. Roadbed Rebuilding Road alignment and profile shall be determined by the Contractor. •1. The Contractor shall rebuild the primary road roadbed within the boundaries of the existing roadway and ditch corridor. •2. The completed roadbed shall have a compacted, 4" thick crowned gravel road surface with at least 4% surface cross slope measured from the roadbed center to road shoulder on either side. •3. Drainage ditches shall be re-established on both sides of the roadbed. •4. Secondary roadway roadbeds and ditches intersecting the primary roadway shall be recut and rebuilt for a distance of 100 feet from their intersection to provide a smooth transition into the primary road shoulder. •5. Suitable soils from pulling the ditches and embankments shall be used to rebuild the subgrade of the roadbed. •6. The materials used to rebuild the roadbed shall be compacted using mechanized rollers. •7. In areas not accessible to mechanized rollers, mechanical tampers shall be utilized. •8. Materials used for the roadbed shall be compacted to the point where no ruts appear when passed over with the compacting equipment. •9. The roadbed shall be elevated above the ditch bottoms for proper road surface drainage. •10. The Contractor shall straighten the road alignment as much as possible. •11. Culverts crossing the primary roadway shall be replaced or installed at approximate locations indicated on the attached drawing. •B. Swales •1. The existing swale listed as Note 3 of the drawing shall have all woody vegetation removed and be re-cut from the re-established ditch on the east side of the primary road to the main waterway. •2. A new swale shall be installed at the south end of the primary road as shown as Note 7 on the drawing. •3. Swales shall be constructed with low slope sides to allow unimpeded travel of maintenance equipment and vehicles across their course. •4. The head elevation of the swale bottom shall be no higher than the bottom of re-established ditch from which it originates and have adequate fall over its course to allow proper drainage to the waterway. •C. Culverts •1. Culverts designated on the drawing for installation or replacement shall be Aluminized Type 2 corrugated Steel Pipe (ACSP) and shall conform to the requirements of the American Association of State Highway Officials (AASHTO) M 36 and M274/ ASTM A760 and American Society for Testing and Materials (ASTM) A929. •2. All culvert pipe shall be 14 gage wall thickness with a minimum diameter of 18". Suitable inlet and outlet headwalls shall be installed on each end of the culverts being replaced. •3. All culverts installed shall be bedded with bedding material meeting requirements of Section 703.03 and Table 703.03(a) of the "Guide Specifications for Highway Construction, 9 th Edition" (GSHC) published by the AASHTO. •4. The bedding material shall be compacted and contoured to the pipe diameter. •5. Backfill around the culvert pipe shall be well compacted crusher run gravel. •6. Cover over the culvert pipe shall be compacted to produce a minimum of 12" of coverage. •D. Aggregate The Contractor shall provide aggregate for the surface course of the primary road as described in Section 703.05(c) of the GSHC manual. Gradations of the surface aggregate shall meet that listed in Table 703.03(a) of the GSHC manual. •E. Erosion Control The Contractor shall follow guidelines outlined in the latest edition of "Manual for Erosion and Sediment Control in Georgia" for erosion control methods required for this work. All road embankments disturbed by this work shall be mulched and re-seeded. •F. Waste Disposal The Contractor shall remove from Government property and legally dispose of all trash, refuse, culverts and any other waste items originating from the execution of this project. •4.0 Government Provided Items The Government will herbicide all vegetation on the roadway shoulders, ditches and embankments along the routes of primary roadway where borrow for the roadbed will be excavated. •5.0 Add/Alternate Items •A. Rehabilitate Roadbed of Secondary Road 1 •1. The Contractor shall excavate the ditches and embankment on both sides of the roadway and utilize the spoils from the excavation to establish a new, elevated 14 foot wide roadbed on the existing roadbed for approximately.3 of a mile. •2. This new roadbed shall be compacted with mechanized rollers to the point where no ruts appear when compaction equipment passes over the roadbed. •3. The surface slope of this roadbed shall be graded to provide a 4% cross lope as measured from the road center to shoulder. •4. A new culvert meeting standards as outlined in Section 3.0C of this solicitation shall be installed across the roadway new the end of the excavation at a site designated by the C.O.R.. A new swale shall be constructed beginning at the point of termination of the south ditch of the roadway and extending to the woods southeast of the worksite. No surface gravel will be used on this roadway. •B. Rehabilitate Roadbed of Secondary Road 2 •1. The Contractor shall excavate the ditches and embankments on both sides of the roadway and utilize the spoils from the excavation to establish a new, elevated 14 foot wide roadbed on the existing roadbed for approximately.3 of a mile. •2. This new roadbed shall be compacted with mechanized rollers to the point where no ruts appear when compaction equipment passes over the roadbed. •3. The surface slope of this roadbed shall be graded to provide a 4% cross lope as measured from the road center to shoulder. •4. A new culvert meeting standards as outlined in Section 3.0C of this solicitation shall be installed across the roadway new the end of the excavation at a site designated by the C.O.R.. A new swale shall be constructed beginning at the point of termination of the north ditch of the roadway and extending to the woods northeast of the worksite. •5. No surface gravel will be used on this roadway. •C. Rehabilitate Roadbed of North Primary Road The Contractor shall: •1. Excavate the ditches and road embankments on both sides of roadway and utilize the spoils from the excavation to establish a new elevated 20 foot wide graveled roadbed on the existing roadbed for approximately.5 of a mile. •2. This new roadbed shall be compacted with mechanized rollers to a point where no ruts appear when compaction equipment passes over the roadbed. •3. The surface slope of the new roadbed shall be graded to provide a 4% cross slope as measured from the road center to road shoulder. •4. Existing culverts shall remain in place and be re-utilized for the new roadbed. Waterways served by the culverts crossing the roadbed shall be recut to the bottom elevation of the culvert and provide adequate slope into and out of the culvert for a distance of 50 feet on either side. •D. Rehabilitate Roadbed of South Primary Road The Contractor shall: •1. Excavate the ditches and road embankments on both sides of roadway and utilize the spoils from the excavation to establish a new elevated 20 foot wide graveled roadbed on the existing roadbed for approximately.6 of a mile. •2. This new roadbed shall be compacted with mechanized rollers to a point where no ruts appear when compaction equipment passes over the roadbed. •3. The surface slope of the new roadbed shall be graded to provide a 4% cross slope as measured from the road center to road shoulder. •4. The existing culvert shall remain in place and be re-utilized for the new roadbed. •5. The waterway served by the culvert re-graded with adequate slope to and from the current bottom elevation on the inlet and outlet sides of the culvert for a distance of 50 feet on either side. •6.0 Work Hours Work hours for this project shall be from 7:00 am to 4:30 pm, Monday through Friday, excluding Federal holidays •7.0 Pre Bid Inspection Interested Contractors are urged to arrange a site visit to inspect the work area prior to bidding. COR - Contracting Officers Representative - a government official appointed by the contracting officer to provide daily administration and surveillance of a Federal Government contract. •4. VOC - Volatile Organic Compounds - Gases emitted from certain solids and liquids which ma\ have short and long term health effects. Estimated job is between $25,000 and $45,000. Quoted price shall include all material, installation and commissioning costs. Evaluation of quotations will be made based on price and past performance. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic transfer.
