- THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOR 32-CHANNEL BATTERY TEST SYSTEM. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to: 1. Answer the questions below 2. Post a revised statement of work can be viewed at: http://pro curement.jsc.nasa.gov/NNJ14517774Q/10V-Battery-Tester-SOW.doc 3. Extend the solicitation due date to July 10, 2014 Question 1: 1.Is there an existing piece of equipment NASA is considering and this SOW becomes the competitive bid to allow them to buy the equipment? Answer 1: No there is not. Question 2: What is the input power source, the power requirements appear to exceed 115VAC, 60Hz, 15A? Answer 2: 208 3phase 60A service is available. Question 3: What are the operating environment constraints for the tester (temperature range, humidity, atmospheric)? Answer 3: Air conditioned room 7210F, 50%20% RH. Question 4: Is the size and weight of the batteries to be characterized defined? Answer 4: Up to 200Ah. Question 5: Does the system need to provide a place to charge the batteries? Answer 5: This is not a requirement. Question 6: Will explosive/corrosive/dangerous gasses be produced during the charge/discharge cycle? How will these be mitigated? Answer 6: No. Question 7: Are there regulatory constraints on the system (EMI, safety, NRTL constraints)? Answer 7: No, standard electrical system requirements such as UL only. Question 8: Are there additional NASA constraints this system needs to meet or is this considered commercial off the shelf? Answer 8: Commercial off the shelf. Question 9: Is there a preferred form factor for the tester (e.g. 19 rack mounted)? Answer 9: No. Question 10: Do they mean 16 Channels as mentioned in the Charge/Discharge channels Paragraph? Answer 10: Yes there is an error in the SOW (see the revised SOW posted). We need 32 channels of charge discharge capability with a full set of cables and lugs for each channel. Question 11: Next they mention 32 Temperature and @ 16 AUXILIARY. But above in Auxiliary cell voltage monitoring channels paragraph they mention 32 channels? Answer 12: This is an error on the SOW (see the revised SOW posted) the monitoring channels should be 16 auxiliary. The due date for receipt of offers is not extended. Question 13:Is the end user is providing all the monitoring cables? Answer 13: No, all cables must be provided for all channels of system. Question 14: Has a contractor performed similar work to this for the government in the past? Answer 14: Yes. Question 15: 1. The SOW notes in the Charge/Discharge Channels section, the need for 16 independent channels, and then later in the Connections/Cables section notes all 4 channels we would have expected that number to be 16. Answer 16: There is an error in the SOW. The channel count is 32 channels with cables for all channels. Question 17: 2. Additionally the SOW notes the requirement for 32 independent cell monitoring channels. Is that in addition to the 16 independent charge/discharge channels? Answer 17:. There is an error in the SOW. The independent channels should be 16. Question 18: The RFQ notes a 32 channel test system is this referring to the 32 independent cell monitoring channels, or incorrectly referencing the 16 charge/discharge channels? Answer 18: There is an error in the SOW see the revised SOW. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on June 27, 2014.
