Description
The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) has a sole source requirement for one Field-Portable High-speed Mid-Wave Spectroradiometer to support the Science and Technology Operations. The Government intends to award a sole source contract to ABB, Inc., 585, boul. Charest Est, bureau 300, Quebec, Quebec G1K 9H4, Canada. The Spectroradiometer must meet or exceed the following technical specifications: Spectral Technique: Fourier Transform Interferometer; Detectors: Split optical path outfitted with InSb (with extended range to ~1 micron) and MCT detectors; Detector Cooling: Stirling Cryocooler or similar closed circuit cooling system (No Liquid Nitrogen); Detector(InSb/MCT) Dynamic Range:1-64 gain/16-bit ADC; Spectral range: 1.1-13 micron (770-9000 cm-1); Spectral Stability: > 0.01 cm-1; Scan Rate: >80 scans/second at 16 cm-1, > 32 scans/second at 4 cm-1; Scan Speed: no less than 23 cm/s; Noise Equivalence Spectral Radiance: equal to or better than (InSb)2.5 x 10-10 W cm-2 sr -1 cm-1 (MCT) 2.5 x 10-9 W cm-2 sr -1 cm-1; FOV (without optics): ≥ 40 mrad; Maximum optical throughput: ≥ 8 x 10-3 cm^2 sr; FOV Uniformity (2-15 micron): no less than 7.5% over 85% of measured FOV; Physical specifications: Sensor head and power supply must be field portable and not exceed 80lbs (sensor head) or 15 lbs (power supply); External control: Ruggedized laptop computer with Windows 7 Ultimate installed (no cameras and wifi must be disabled or not installed); Communication connect: 100 Mb Ethernet with CAT5 Cable; Software: Data collection and analysis/post processing (background correction) software required; Calibration source: 4"x4" blackbody calibrator with 50-800°C temperature range; Collection optics: No less than three telescopes with the following or similar specifications: Wide Angle (2m to infinity focusing range, FOV 9-75 milli-radians), Medium angle telescope (10m to infinity focusing range, FOV 3.5-28 milli-radians),and Narrow angle (30m to infinity focusing range, FOV 0.6-4.9 milli-radians. Optics must have the ability to be outfitted at a later date with motorized control and controlled through provided software; Input Aperture: Must be capable of remote operation (i.e. motorized and controlled through provided software); CCD: Co-axial CCD required providing viewing/recording of scene collected by spectroradiometer and collection optics; Installation and Training: 2-3 days of installation and training at NSWC-IHEODTD is required. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
