- The Defense Logistics Agency, DLA Maritime Norfolk Naval Shipyard Contracting Division intends to negotiate a firm fixed price contract for two (2) each 36ft x 60ft minimum triple wide trailers, double stacked which will be used at the Norfolk Naval Shipyard, Portsmouth, Virginia. The North American Industry Classification System Code is 332312 Fabricated Structural Metal Manufacturing. This requirement will be procured 100% small business set-aside. The contract line item (CLINs) is as follows. CLIN 0001 (2) each 36ft x 60ft minimum triple wide trailers, double stacked, manufactured to specifications below: Contractor will provide (2) each 36ft x 60ft minimum, Triple Wide Trailers or trailers of moderately close in size and type without columns and sets of stairs at each door for egress. The units are to be double-stacked. 1. Contractor Responsibilities 1.1. The contractor shall deliver the units to Norfolk Naval Shipyard, Dry Dock # 2 area or an alternate site if requested. 1.2. The contractor is required to install the trailers, install appropriate tie-downs, install skirting, provide and install stairs and railings. 2. Guiding Documents Unified Facilities Criteria (UFC) 1-200-01, 3-301-01, 3-600-01 National Fire Protection Association (NFPA) 1, Fire Code National Fire Protection Association (NFPA) 70, National Electrical Code (NEC) 3. Safety Documents 3.1. Per far 22.102-1 (A) Entitled "Safety", contractors are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard cognizance must follow Federal and State OSHA requirements and Norfolk Naval Shipyard OSHE program manual, NAVSHIPYDNORINST P5090.2 requirements or safety requirements for site specific location of the contract. a. Contractors and Non-NNSY Government Agencies (NNGAs) are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard (NNSY) cognizance must adhere to Federal OSHA requirements for hazardous energy control IAW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures as identified in NAVSEA's Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250 (latest revision), when performing work under NNSY contract. All HEC work to be performed by Contractors and NNGAs requires that NNSY Technical Points of Contact (TPOCs) and/or Contracting Officer's Representatives (CORs) be notified of the HEC scope of work prior to starting work. Any changes or deviations in the initial scope of HEC work require the NNSY TPOCs and/or CORs be informed of the change/deviation. Appendix 250.8-1 through B-3 of OSHECM Chapter 250 for multiple employer work identifies when Contractors and NNGAs are required to assign their Lockout/Tags-Plus Coordinator (LOTC) to coordinate HEC work with the cognizant NNSY LOTC. HEC locks shall be provided by the contractor or NNGA for their employees use. The HEC locks shall have red bodies with name labels or name tags affixed, identifying who installed the HEC lock(s) and a point of contact telephone number. HEC lock name labels and tags must be made of materials that will hold up to the environment to which they are exposed. HEC tags used for Tags-Plus HEC work shall be provided by the cognizant NNSY LOTC to the contractor or NNGA for their use if machinery, equipment, or systems (MES) cannot be locked out. OSHECM Chapter 250 Tags-Plus procedures will be strictly followed. b. Contractors and NNGA's may obtain electronic copies of OSHECM Chapter 250 (latest revision) and access the OSHA 1915.89 web site by using the following link to NNSY's public access web site: http://www.navsea.navy.mil/shipyards/norfolk/default.aspx c. Names and contact information for NNSY LOTCs and/or the Facility Custodian will be provided by NNSY TPOC and/or CORs set forth elsewhere in this award document." 4. Interior Space 4.1. Provide emergency exit signs that glow, making exits visible from all locations during power failure. 4.2. Floor coverings are to be tile, vinyl or similar laminate (easy to clean) flooring. In the event that the unit has carpet Norfolk Naval Shipyard will not be held accountable for cleaning/replacement of carpet. 4.3. The number of windows on each trailer shall be a minimum of two. The windows provided must be either fixed, non-opening windows or standard opening windows that have rocking capabilities. All windows must have a type of window treatment to prevent visibility from outside of the trailer. Example: Blinds, mini blinds, Plexiglas, etc. Frosted glass will not be acceptable. 4.4. The trailer shall have an operational sprinkler system or fire suppression system. 5. Electrical Requirements: 5.1. Internally mounted electrical power panel, fed by externally mounted 480:240V step down transformer fed from 100 amp safety switch. Electrical power panel to be 100 amp service type, with at least the following circuit breakers: Three 20 amp circuits to support (10) computer receptacles (maximum of 3 receptacles per circuit). Six 20 amp circuits to support 6 miscellaneous receptacles (maximum of 1 receptacle per circuit). One 20 amp circuit to support lighting circuit and exit signs. Exit signs to have battery back-up. One dual 30 amp (220 volt) circuit to support heat pump. 5.2. Two rows of light fixtures running the length of the trailer (12x60), located 2.5 feet off each of the interior walls to provide proper lighting for a work space. 5.3. All wire must be THHN or THWN, 75°C (min), Size as Indicated. Do not substitute wiring type/temperature rating unless the ampacity of wire and conduit fill requirements are evaluated to ensure NEC compliance. 5.4. Electrical Metallic Tubing (EMT) is specified on drawings. The NEC requires EMT to be supported within 3ft of each box or conduit body and supported every 10ft (min). 5.5. Liquid tight Flexible Metal Conduit (LFMC) may be used on the exterior instead of EMT. The NEC requires LFMC to be supported within 1 ft of each box or conduit body and supported every 4 1/2 ft (min). 5.6. The NEC requires the following color code: Neutral (grounded conductor} =White Note: may be phased taped white if larger than #6 AWG Ground (equipment grounding conductor) = Green 5.7. A NEMA 3R breaker enclosure, rated 600V/100A, to be installed on the exterior of each unit. The breaker/enclosure are to feed a 480/240V step-down transformer which will be used to feed the interior panel of each unit. 5.8. The size of the incoming feed breaker to be determined by the size of the transformer being utilized. Breaker to be sized per National Electrical Code guidelines. 5.9. A typical transformer wiring diagram is shown on page 7 (Enclosure 3) in the drawing, use manufacturer's wiring schematic to connect transformer. A 25KVA transformer may be substituted in place of the 50KVA noted on the drawing. Conductor size may be adjusted as necessary. 5.10. Hook up of the trailer's electrical system shall be per drawings as shown on pages 6 and 7. 6. Exterior Space 6.1. The trailer must have at minimum two doors for safety concerns. Both doors are to swing outward. Place an exterior rated push button mechanical Cipher Locks on both doors (Simplex Lock Corp, available from Metropolitan Key and Lock). 6.2. Provide trailer skirting that can be attached around trailer bottom. 6.3. Provide a 6" diameter access hole through wall of trailer; a small hole for NNSY to pull needed computer cables through into the trailer. 6.4. Energy efficient heat pump in each section of the trailer, in all cases, the trailer must be able to maintain 70 degrees in summer or winter. 6.5. Provide a set of stairs with handrails to provide a safe and clear means of egress to the ground level. Neither the stairs nor their support beams shall prohibit the safe and clear egress of the doors on the first floor. No ramps are required. 6.6. Hurricane proof to 110 MPH winds also must be weather proof. 7. Recommended Material Sources for Trailer Components 7.1. Plug in circuit breaker, Two pole, 30A for A/C, Grainger P/N 1D307 or equivalent; see drawing (2 each for double wide). 7.2. Plug in circuit breaker, One pole, 20 A for lighting, Grainger P/N 1D234, or equivalent; see drawing (2 each for double wide). 7.3. Plug in circuit breaker, One pole, GFCI 20 A for receptacles, Grainger P/N 1D235, or equivalent; see drawing (16 each for double wide) 8. Relocation 8.1. In the case that Norfolk Naval Shipyard needs to relocate the trailer the following must be provided: 8.2. Trailers shall be stiffened as required to eliminate swaying of the upper trailers. 8.3. Each Trailer unit shall be structurally sound for rigging without a strongback/ spreader bar. Lifting locations shall be conspicuously marked (in contrasting colors) "Lift Here" using 1 inch minimum letter height. Gross weight marked prominently on both sides, using 1 inch minimum letter height. Include units (in pounds) 8.4. Permanently affixed isometric rigging diagram: Show one (1) trailer unit, 30 foot pendants and typical crane hook. Show center of gravity location. List manufacturer and gross weight. Locate diagram near one of the "gross weight" markings. Note on the diagram that "lifting pads are designed with 5:1 safety factor, based on ultimate strength. Use Minimum standard anchor shackle size of 11/2 inch." 8.5. Provide 3 paper copies of the isometric rigging diagram. 9. Lifting Sketch Requirements 9.1. Lifting sketches, as a minimum, shall identify the following: The weight of the load. The location of the center of gravity. The minimum capacity/length of slings. The minimum capacity of the crane and other standard rigging gear. The attachment (lifting) points for the load. •The attachment points for multiple leg lifts shall be sized such that each attachment point can support half the load's weight at the anticipated lift angle. •The attachment point for single leg lifts shall be sized such that the attachment point can support the entire load's weight. Limitations on allowable orientations for any parts making up the lifting assembly. For single leg vertical lifts using twisted rope (wire or synthetic), two parallel ropes each capable of supporting the entire load alone shall be required unless a method is used to prevent unlaying the rope. A minimum D/d ratio of one shall be required where synthetic or wire rope slings pass over any object, or in the eyes of wire rope slings. A minimum D/d ratio of two shall be required where synthetic rope slings pass over any object, or in the eyes of synthetic rope slings. Efficiency Factors for Various Slings D/d Ration Efficiency Percentage 1:1 50 2:1 65 4:1 75 5:1 78 8:1 83 12:1 87.5 16:1 90 24:1 92.5 40:1 95 40:1 100 Where (D) is the ratio of the diameter of the pin, hook, or other object the wire rope is bent around, divided by the diameter of the sling (d). Efficiency is expressed as the percentage of the remaining capacity of each leg of the sling. For D/d ratios between the values shown, use the lower efficiency percentage, or alternatively, plot a curve of D/d versus efficiency percentage. Components in each handling assembly shall be sized based on the worst case distribution of loads. Note: When making a two-, three-, or four-point lift, the handling gear shall be sized so that two legs can support the load without exceeding the safe working load (SWL) at the lift angle expected, unless an equalizing method is used. When nonstandard gear is required (i.e., round stock lifting bars) written instructions shall be provided that ensure: •The proper material is being used. •The item is certified. Any special requirements or dimensions are followed to ensure that engineering assumptions are met (i.e., eccentricity of the bearing points). A load indicating device (LID) and a pre-determined stopping point will be in the rigging configuration; applicable to engineering estimated weights and loads not covered by a technical work document (TWD), unless otherwise approved by C-714. This procurement will be processed in accordance with Federal Acquisition Regulation (FAR) Subpart 13.5 Test Program for Certain Commercial Item.
