- Commercial Items Clauses This is a combined synopsis/solicitation for a commercial item. USDA-ARS, Aberdeen, Idaho, has a requirement for Doubled Haploid Barley Population, 450 plantlets, delivered in magenta boxes. All quotes must be FOB Destination. The acquisition will be solicited using the procurement processes prescribed in Part 12, Commercial Items, and Part 15, Contracting by Negotiation per FAR. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government will award the contract resulting from this solicitation to the responsible offeror whose quote will be Best Value to the Government. USDA-ARS, Aberdeen, Idaho, is seeking a double haploid technology service provider to generate barley populations for cultivar and germplasm development. It is believed that Oregon State University is the only barley double haploid service provider in the United States. If you can provide this service, please respond with a quote to the address below. Commercial Items Clauses are attached. USDA-ARS is Tax Exempt (Tax Exempt #720564834F). Vendor must be SAM.gov registered before award. Evaluation criteria will include and is not limited to contractor past performance and adherence to specifications. The USDA is requesting that schedule contractors extend additional discounts to the USDA when making responses to this RFQ. GSA contract schedule holders are able to offer one-time discounts from established Schedule contracts. Schedule contractors can give one buying member a discount without passing the discount on to the entire federal government. In essence, this provision allows the contractor to offer and the government to avail itself of spot pricing in the commercial market.
