Description
THIS IS A PRE-SOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business firms capable of performing Design/Bid/Build Construction Services for RM12-0082 Energy DDC Controls Retro-commissioning, Building Envelops for NSA Mechanicsburg Detachment Philadelphia PA . This solicitation is being advertised as a 100% Small Business set-a-side procurement. DESCRIPTION OF CONTRACT: The contractor shall provide all labor, supervision, materials, equipment, tools, parts supplies and transportation to perform all work described below. The work includes selective demolition, construction, roofing, siding insulation, plumbing, HVAC and electrical systems and related work. Detachment Philadelphia Robbins Avenue: energy conservation projects are proposed in seven buildings, including the following: Buildings 2, 4, 7 and 27 are almost identical in size and proportions; these are one story buildings. The buildings are composed of four bays identified as A, B, C, and D. Work in these buildings includes, but is not limited to, HVAC, DDC controls, and electrical systems. Building 10 is a two story administrative building with an integral, one story Vehicle Garage. The Vehicle Garage is the largest area within the building. Work at this building includes, but is not limited to, roofing, insulation, HVAC and electrical systems. Building 15 is the Kitchen and Cafeteria; this is a one story building with a monitor roof over the main dining area. The building includes multiple additions and a penthouse/clerestory. Two short corridors connect Building 15 with Building 1. Work at this building includes, but is not limited to, roofing, insulation, and electrical systems. Building 26 is a two story administrative building with an attached vehicle garage. The First Floor is approximately 90,000 square feet total; Second Floor administrative area is approximately 45,000 square feet. Work in this building includes, but is not limited to, HVAC, DDC controls and electrical systems. Detachment Philadelphia Navy Yard: Building 592 is a Parts and Mold Fabrication Shop. The proposed work includes replacement of portions of the building envelope, including replacement of asbestos metal wall panels and exterior windows and glazing. Minor electrical work is included. The work at Building 592 also includes submission of documents to the Pennsylvania State Historic Preservation Office. Preliminary documents have been completed by the design A/E and are included as Appendix A. The work at Building 592 includes removal of existing abandoned electrical transformers, switchgear, and associated equipment, wiring, and conduit. The Contractor shall contact the utility provider (DTE Energy) and confirm that electrical power has been terminated to this equipment. The utility provider has an office in Building 23 at The Navy Yard. The magnitude of construction for this project is between $5,000,000 and $10,000,000. The Northern American Industry Classification System (NAICS) code for this project is 236220 with a size standard of $33.5M. The estimated period of performance for this project is 630 calendar days from date of notice to proceed (excluding 15 days for payment and performance bonds processing). The Government intends on issuing the solicitation, to include plans and specifications, approximately July 22, 2014. All documents will be posted on the https://www.neco.navy.mil/ website, in the Adobe Acrobat PDF file format and downloadable from the website. The Acrobat Reader is required to view the PDF files. All prospective offerors MUST register themselves on the website. All contractors are encouraged to attempt download prior to obtaining the solicitation through alternate sources. Amendments will also be posted on the website. This is the normal method for distributing amendments; therefore, it is the offerors responsibility to check the website periodically for any amendments to this solicitation. The Government reserves the right to reject any or all proposals prior to award and also to negotiate with any or all offerors. OFFERORS ARE ADVISED AN AWARD IS ANTICIPATED WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they would be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. IMPORTANT NOTICE: All prospective offerors must be registered in the System for Award Management (SAM) database (www.sam.gov) and the Online Representations ad Certifications Application (ORCA) database (https://orca.bpn.gov). Contractors will be searched against the Excluded Parties List (EPL) to ensure they are eligible for federal contract awards. Contractors are encouraged to register for the solicitation when downloading from the website. The information being requested does not constitute a commitment on the part of the Government to award a contract nor to pay for any costs incurred as a result of replying to this notice. Commander, Navy Installations Command (CNIC), has established the Navy Commercial Access Control System (NCACS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy installations by submitting identification credentials for verification and undergoing a criminal screening/ background check. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials at its own cost through a designated independent contractor NCACS service provider. Credentials will be issued every five years and access privileges will be reviewed/ renewed on an annual basis. Further information regarding NCACS is forthcoming.
