Description
This synopsis is not a request for quotes or proposals. This is a notice that a solicitation for a competitive acquisition for the award of one firm-fixed price contract is scheduled to be released via FedBizOpps (www.fbo.gov) in the near future. The Technical Specifications will be detailed in the solicitation. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Quotes will be due approximately 7 days from the date the solicitation is issued, however, the 7 day time frame is an estimate and subject to change. The definitive quote due date and time will be stated in the solicitation and any associated amendments that may be issued. No CD's or hard copies will be available. Offerors are responsible for checking the referenced page for any update(s) to the Notice. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document posted at the referenced website. Summary of Work: The purpose of this contract is to promote adult fish passage on the adult fish ladder by cooling the water by use of the contractor supplied pumps. The pumps are required to move cool water from a depth of approximately 60 feet below the surface to an intake approximately 10-15 feet below the surface. Pump(s) will be operating from 5:00AM to 3:00PM Pacific Standard Time for approximately seventy-five days as the water temperature needs dictate. The contractor will be responsible for supply of the submersible pump(s), pump(s) support, generator(s), training of operation of the pumps for Government personnel, emergency repair and maintenance of all supplied pumps. The Government will be responsible for operation of the pumps to include fueling requirements. Submersible pump(s) must be capable of pumping a minimum of 11,000 GPM at 5-10 feet head. The pump(s) would be submersed 60-66 feet below the water surface, suspended from above. The pump(s) would need to be anchored safely in some manner that does not require any alteration of real property (no drilling or bolting to current structures will be allowed). The pump(s) would need to be powered by diesel generator(s). Water from the pump(s) would be discharged into an area that is approximately 10-15 feet below the surface, so approximately 50 feet of discharge piping would be required. Piping would be straight without any bends. Due to the potential for fine silt-like debris in the area where the pumps would be located, an intake screen with openings no smaller than 3/8 inch is required to eliminate potential blockage of the intake screen. Crane or boom truck for installing the pumps must be provided by the contractor if needed. Crane or boom truck must pass a safety inspection in accordance with the USACE Safety Regulation EM 385-1-1 prior to use at the project site. Site Visit: A site visit is planned for 14 July 2014 at the Lower Granite Lock and Dam. There will be only one site visit offered. Offerors planning to attend the site visit must e-mail hillary.a.morgan@usace.army.mil no later than 5:00 p.m. Friday, July 11, 2014. Site visit attendees must provide the following information when calling: (1) the name of the company being represented; (2) how many people are in the party; (3) the names of each person in the party. Each individual attending the site visit shall have picture identification on his/her person while visiting the project site. There shall be no substitutions of one individual for another. If an individual arrives for the site visit without having called ahead of time and/or without picture identification, that individual may not be allowed on the project. Set-aside status: The solicitation is scheduled to be issued 100% Small Business. Conducting Business with the Government: In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the System for Award Management (SAM). All Offerors must be SAM registered prior to receiving an award. Registration instructions may be obtained, and online registration may be accomplished, at www.sam.gov. By submission of a quote, a vendor acknowledges the requirement to be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from the solicitation. If you are not SAM registered, you will need to complete and provide paragraphs (B) through (I) of provision 52.212-3 Alt. I in the solicitation.
