Description
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Strategic Sourcing Acquisition Division intends to award on a sole source basis with System Integration & Development, Inc. using the procedures in FAR Part 16.505(b)(2)(ii)(D) as well as 16.505(b)(2)(i)(C), to increase the ceiling by $101,153.25 for the National Weather Service (NWS)/Office of Hydrologic Development (OHD) AHWPS Web Services. Systems Integration & Development, Inc. is the only party known to NOAA who can meet these requirements. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 16.505(b)(2)(i)(C), which states 'The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.' The additional ceiling amount will allow for mission-critical distributed data acquisition, manipulation, and internet dissemination of NWS Water Resources datasets produced by the National Water Center (NWC) to be integrated with Advanced Hydrologic Prediction Service (AHPS) web services. The root cause for the request of a ceiling increase is the completion of a new National Water Center (NWC). At the time of the execution of the current contract, the creation of a NWC and, therefore, the requirement to develop web services for it, was an unforeseen requirement for the AHPS program. The web services for the NWC are an extension of those provided by AHPS. The North American Industry Classification Code (NAICS) for this acquisition is 541519 with a small business size standard of $25.5 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA.
