- MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION The U.S. Food and Drug Administration (FDA), is conducting market research to support the Food Safety and Applied Nutrition (CFSAN) requirement for a charge-coupled device (CCD) Camera. The FDA is seeking small business sources to determine the availability and capability of small business manufacturers or small businesses capable of supplying, and subsequently maintaining, a U.S. made product of a small business manufacturer or producer for the items described herein. Other than small business concerns are also encouraged to submit capability statements. The following information is provided to assist the FDA in conducting Market Research to identify potential contractors for this effort: The associated North American Industry Classification System (NAICS) Code is-334516- Analytical Laboratory Instrument Manufacturing; Small Business Size Standard is 500 employees. The CCD Camera is a device for the movement of electrical charge, usually from within a device such as a transmission electron microscope to an area where the charge can be manipulated, for example conversion into a digital value or a digital image. The CCD is a major piece of technology in digital imaging and CCD image sensors are widely used in professional, medical, and scientific applications where high-quality image data is required. A CCD camera gets rid of arbitrary gray levels in favor of photoelectron counts, a meaningful standard that scientists can use for comparing their imaging systems and their image-based data. The CCD camera will be used to capture high resolution images of foodborne microbial pathogens, interacting among themselves, with human tissue culture cells, or within tissues of infected animals. Furthermore, these images provide essential support for projects on nanomaterials (nanogold, nanosilver), microbial attachment to fresh produce and toxicity of chemicals to kidneys or other organs (melamine and cyanuric acid, silver ions). It is anticipated that these results will improve recovery and detection of Cronobacter sakazakii from infant formula, improve specificity, and the time to characterize and sub-type food pathogens. CCD cameras useful in electron microscopy shall meet the following minimum performance requirements: Performance requirement: General specifications: The components and/or equipment shall be newly manufactured, not used and refurbished, or previously used for demonstration. The systems shall be delivered and installed with all necessary supplies and accessories required for installation and start-up. - On-axis, at least a 100 Watts, - Bottom-mounted, - Large format (10-16 Megapixel sensor), - Retractable, Peltier cooled, and High-Contrast Resolution fiber-optical (1:1) coupled CCD camera to fit on a JEOL 1011 transmission electron microscope operating up to 120keV. - The camera shall also possess a 5 and 30MHz dual clock read out speed, - High resolution phosphor scintillator, - Able to process 14-bit data and bin 1X to 4X data sets, - Anti-blooming functions, - Offered systems shall be a turn-key solution i.e. the contractor shall be responsible for providing all hardware, components, instruments, and compatibility with FDA computer specs, software, and that otherwise required to meet these specifications, the FDA's stated need and shall be fit for intended purpose. The systems shall be delivered with all necessary supplies and accessories required for installation and start-up. The CCD Camera shall be compatible with CFSAN's Scientific Local Area Network (LAN) because the TEM and CCD camera image analysis package will be connected to CFSAN's LAN. The computer shall meet CFSAN's Scientific computer specifications which include: - LJ452AV -Configurable- HP Z820 Microsoft® Windows® Workstation or equivalent - Compatible with an IEEE 1394b Firewire interface, and image analysis and camera control software. - Installation of the CCD camera to the existing JEOL 1011 transmission electron microscope. The Contractor shall provide inside delivery, installation, setup, clean-up and optimization of the item to meet laboratory needs. The contractor shall provide a minimum of one (1) day of on-site training for the system at the specified delivery location for up to three individuals. At a minimum, training shall include system operations (including software), calibration, optimization, basic and routine preventative maintenance procedures and cleaning requirements The items shall be warranted for not less than one (1) year from FDA acceptance. Warranty service shall include trouble-shooting capabilities of the item that arise during normal operation conditions based on complete knowledge of the item. Delivery/installation date is within 120 calendar days after receipt of order. FOB Point of Delivery for Services and Supplies will be the FDA located at 8301 Muirkirk Road, Laurel, MD, 20708. The offeror shall furnish sufficient technical information necessary for the Government to conclusively determine that the offered products/services and components meet the technical requirements identified above. Though the target audience is small business manufacturers or small businesses capable of supplying a U.S. made product of a small business manufacturer or producer all interested parties may respond. At a minimum, responses shall include the following: • Business name, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address (Provide this same information if responding to provide a product manufactured by another firm); • Sufficient descriptive literature that unequivocally demonstrates that offered products and services can meet the above requirements. All descriptive material necessary for the government to determine whether the service/product offered meets the technical requirements including: technical specifications, descriptive material, literature, brochures and other information, which demonstrates the capabilities of the contractor to meet the requirement. • Information on available service/maintenance plans. • Three (3) years of past performance information for the manufacture and/or sale and maintenance support in which the offeror has provided same or substantially similar system solutions and used for same or near-same applications as set forth herein. For each past performance reference include the date of sale, description, dollar value, client name, client address, client point of contact name, client point of contact mailing address (if different from that provided for client), client point of contact phone number, client point of contact email address, and name of the manufacturer (to include DUNS number and size status) if not the respondent. • If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this potential requirement. • Provide information if any of these specifications are too restrictive. No response will be considered that the listed specifications are adequate in a competitive environment. • If a large business, identify the subcontracting opportunities that would exist for small business concerns; • Standard commercial warranty and payment terms; and • Though this is not a request for quote, informational pricing is encouraged. The government is not responsible for locating or securing any information, not identified in the response. The Government encourages any comments and/or suggestions from any interested party, regarding the specifications. While the Government will not respond directly to your comments and/or suggestions; we will consider them as we finalize the specifications in preparation for the forthcoming solicitation.
