- The United States Patent and Trademark Office (USPTO), Office of the Chief Information Officer (OCIO), Corporate Services Division (CSD) publishes USPTO manuals for public usage through the Internet and portable devices. USPTO Reference Document Management Services (RDMS) supports complex and highly utilized manuals that govern Patent and Trademark Examiners and public users. In February 2014, the USPTO purchased RSuite software from Really Strategies, Inc. (RSI) (d/b/a/ RSI Content Solutions), which is designed specifically for the key XML technologies that RDMS performs and is built on MarkLogic as a repository. RSuite software is utilized by RDMS to support configuration requirements. USPTO currently requires RSI professional services for the classification and manuals editing and publishing in XML to other formats that support Cooperative Patent Classification (CPC), Manual of Patent Examining Procedure (MPEP), Trademark Manual of Examining Procedure (TMEP), Trademark Federal Statutes and Rules (TFSR) and Trademark Trial and Appeal Board Manual of Procedure (TBMP) requirements in RDMS. The contractor shall provide the USPTO with a RSuite Technical Engineer for Onsite Training and Professional services. RSuite Technical Engineer Services include 1) modification or customization of RSuite codes for editing and publishing; 2) review of the RSuite infrastructure roadmap and best practice (standby/failover) to improve the system performance; 3) support the RSuite integration of MarkLogic with USPTO's authentication scheme for patent and trademark examiners; and 4) other development issues related to RSuite, including training. USPTO is exempt from the Competition in Contracting Act under the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A) and the subject requirement is being procured using the Alternative Competition Method as described in the Patent and Trademark Acquisition Guidelines (PTAG) https://federalregister.gov/a/2013-24316. In accordance with the PTAG, market research has been conducted and the USPTO has determined that that there are no resellers for this service and that only RSI is reasonably expected to be able to provide the RSuite software professional services as required by the USPTO. The USPTO intends to negotiate and award a contract for RSuite technical engineer services with NAICS 541519 to REALLY STRATEGIES, INC., 2570 BOULEVARD OF THE GENERALS STE 213, AUDUBON, PA, 19403-5291 for a period of performance from date of award through April 30, 2015. The estimated value is $112,000.00. The anticipated award date is July 15, 2014. This notice of intent is not a request for competitive proposals. This notice is issued in accordance with PTAG Part 6.1.1, Non-Competitive.
