Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Ocenco Inc.,10225 82nd Avenue, Pleasant Prairie, WI 53158 for an Automated Breathing Metabolic Simulator (ABMS) carbon dioxide and oxyen gas analyzers, along the ABMS hardware and software and data installation, delivery, validation testing and on-site training. The capability requirement that makes it a sole source is this equipment is exclusive systems that NIOSH currently has and is using to certify beathing apparatuses. It is essential that the same system is purchased to validate the evaluating of the breathing air technologies can be conducted and the sceintific outcomes are recognized as industry standards for these breathing apparatuses. Ocenco is the only source that has the exclusive ABMS equipment to meet the needs of the government. The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received from the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to Dwight Favors, Contract Specialist at dyf3@cdc.gov by July 23 2014. If no affirmative responses are received on or before the date stated, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Ocenco Inc.,10225 82nd Avenue, Pleasant Prairie, WI 53158, as the only source and a purchase order will be issued without any additional notices being posted. The solicitation number for this requirement is 2014-74136 and is hereby issued as a Request for Quotation (RFQ) using FAR Subpart 13.1 - Simplified Acquisition Procedures and FAR subpart 13.5 - Test Program for Certain Commercial Items. The Centers for Disease Control/NIOSH intends to award a firm-fixed price purchase order for the following requirement: Specifications ABMS/3 Metabolic Simulator 1 Software Specifications 1.1 Microsoft Windows 7 and LabYicw 2013 1.2 User can create new protocols through software controls. 1.2.1 Protocol may contain one work rate or multiple works rates of varying durations 1.2.2 Software selectable VC02 1.2.3 Software selectable V02 1.2.4 Software selectable Tidal Volume 1.2.5 Software selectable Respiration Rate, RR 1.2.6 Software selectable Minute Volume, VE 1.2.7 Software selectable warm up period 1.2.8 Software selectable metabolic transition smoothing (changing work rates) 1.2.9 SoHware selectable intermediate metabolic levels 1.2.1 0 Software selectable waveforms: Silverman, human, trapezoidal, sinusoidal or custom.. 1.3 Programmed protocols- includes all man tests required by NlOSH, per US 42 CPR 84. This includes 50111 and 951 percentile mantest simulations for all listed durations. 1.3.1 User selected data averaging intervals 1.3.2 User selected warm up period 1.4 ABMS/3 Utility Programs 1.4.1 Respirator- Fit Leakage - A user selected positive or negative pressure test on the respirator and measures the flow rate of gas out of or into the respirator. This quantifies the leak rate of the respirator fit in cc/second at the selected pressure. 1.4.2 Manual metabolic valve control -opens or closes the metabolic valves a specified number of steps. 1.4.3 Manual measurement- allows the analog signals as meac:;ured by the computer to be viewed. 1.4.4 Rrief Calibration- the oxygen and carbon dioxide gas analyzers can be calibrated in just over a minute with little operator involvement. 1.4.5 Full Calibration- requires about four hours with little operator involvement. In addition to the calibration of the analyzers, the full calibration calibrates the flow through the three metabolism valve, storing the results in a data file. 1.4.6 Additional Calibration Programs - additional separate programs allow calibration of the pressure transducer and the wet and dry bulb thermocouple inputs for scale and offset. The Leak Test program measures the leak rate at user selectable pressure and duration. 2 Perfomances Specifications 2.1 V02: 0-7 liters per minute STPD 2.2 VC02: 0-7 liters per minute STPD 2.3 VE I 0-150 liters per minute STPD 2.4 RR: 6-100 breaths per minute 2.5 Option to display to screen or printer; V02, VE, VC02, peak inhalation pressure, peal exhalation pressure, expiration time, inhalation time, percent inhaled 02 (max. min. and average), percent inhaled C02 (max. min. and average), peak expired C02 inhaled and exhaled wet bulb temperature (max. min. and average), inspired and expired work of breathing (em H20 x liters), inspired and expired volume. • Operating Guide for the Ocenco ARMS/3 Metabolic Simulator • Software Guide for the Ocenco ABMS/3 Metabolic Simulator Limited Warranty for the Ocenco ABMS/3 Warrants the Ocenco ABMS/3 Metaboljc Simulator to be free from defects in material and workmanship which render the unit unserviceable or unfit for the normal use for which the units is intended. Ocenco will at their discretion, repair or replace defective components.
