- INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute on Aging intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to Delaware University 210 Hullihen Hall, Newark, Delaware 19716-4602 for Nutritional Sampling Fame for the Healthy Aging In Neighborhoods of Diversity across the Life Span (HANDLS) Study. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541990 with a Size Standard of $14.0 M. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-74, July 1, 2014. This acquisition is conducted under the procedures as prescribed in FAR subpart 15-contracting by Negotiations at an amount exceeding the simplified acquisition threshold ($150,000). STATUTORY AUTHORITY This acquisition is conducted under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253(c)(1). GENERAL INFORMATION 1. Title: Nutritional Sampling Frame for the Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) Study 2. Background Information: The National Institute on Aging Intramural Research Program is embarking on a longitudinal study of the effects of race and socioeconomic status on •healthy aging in a representative sample of community dwelling residents from the Baltimore metropolitan region. This study requires a detailed knowledge of the public health characteristics of this region and the ways in which racial and socioeconomic data must be collected to assess their influence on a variety of health outcomes such as cardiovascular and cerebrovascular functioning, psychophysiological and cognitive performance, and muscular strength and conditioning. Nutritional status Influences an Individual's risk for the development of chronic conditions, thereby affecting a person's ability to live a healthy and productive life. This project will define the criteria for determining the sample population's nutritional status and the effects of nutritional status over the course of the longitudinal study. 3. Purpose or Objective: The purpose of this project is to establish the planning documentation and epidemiological sample frame for conducting a longitudinal study that disentangles the confounding effects of race and socioeconomic status on long term healthy aging. The goal of this project will focus on creating survey-sampling methodologies and applications unique to diverse and complex population, spanning numerous and various socioeconomic patterns, with a particular focus on assessment made by a longitudinal study. One unique study development goal to be established by this project is the development of criteria essential to assess nutritional status for segmenting a diverse population base. Nutritional monitoring methods to be used to develop this criterion include multiple dietary recalls, blood chemistries, functional status measures, food security measures, and anthropometrical measures. 4. Period of Performance: September 1, 2014 through February 28, 2015 Option Period One (1): March 1, 2015 through February 28, 2016 Option Period Two (2): March 1, 2016 through February 28, 2017 CONTRACTOR REQUIREMENTS (SCOPE OF WORK) The contractor shall provide a Nutrition Scientist who will coordinate and provide the following services: 1. Train all dietary interview staff in the use of the AMPM interview; 2. Train and supervises coding and AMPM telephone data collection staff; 3. Provide Quality Control assessments for data collection and coding of data; 4. Provide monthly technical and operational consultation regarding system operations and quarterly assurance procedures and oversight; 5. Provide technical support for the processing of dietary recalls collected in HANDLS utilizing the USDA Post Interview Processing System for extraction of AMPM Blaise databases, reformatting AMPM data for SurveyNet, and auto-coding of foods and portion sizes; 6. Write quarterly articles related to the nutritional component of the HANDLS study for the newsletter: Healthy Journal; 7. Analyze data, prepare and publish manuscripts without sponsor approval; 8. Define the criteria for determining the sample population's nutritional status and the effects of nutritional status over the course of the longitudinal study; and 9. Provide a nutritional survey and scoring methodology for recording the nutritional constituents of participant's daily diets. The survey will be standardized so that participants can be compared to themselves over time. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10-Market Research, specifically the review and evaluation of the responses to the sources sought notice published in the FedBizOpps on January 25, 2014, under notice number HHS-NIH-NIDA(SSSA)-SS-14-051, Nutritional Sampling Frame for the Healthy Aging in Neighborhoods of Diversity across Life Span (HANDLS) Study. The Delaware University has both the expertise and facilities for performing the requirements of this project. Their expertise is widely recognized in the fields of aging and minority nutrition as well as has experience in working with diverse population groups as those required by the HANDLS Study. Delaware University has served as a collaborator to the HANDLS Study since 2002 resulting in the publication of many manuscripts related to the nutritional domain of the HANDLS study. Because of the related expertise and knowledge of the project Delaware University is the only known source with the capability of provide the services of this project. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include a technical proposal, cost-price proposal, the period of performance, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
