Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Urologic Oncology Branch (UOB), plans to procure on a sole source basis a Photodynamic Diagnostic D-Light C (PDD) System from Karl Storz Endoscopy, 2151 E. Grand Avenue, El Segundo, CA 90245. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Delivery of the instrument shall occur 90 Days After Receipt of Order (ARO) The National Cancer Institute (NCI), The Urologic Oncology Branch (UOB) conducts clinical and basic research designed to develop better methods for detection, prevention, and therapy of patients with genitourinary malignancies. Its primary focus is the study of the genes associated with initiation and progression of kidney, prostate, and bladder cancers. UOB is expanding its bladder cancer program to focus on the development of better methods for diagnosis and treatment of these diseases. The UOB bladder cancer program is focusing on studying the molecular genetic changes associated with superficial and invasive bladder cancer and in developing novel methods for the diagnosis, prevention, and treatment of this disease. To fulfill UOB's mission and objective, UOB needs equipment that can provide the technology for better detection, and subsequently treatment, of bladder cancers. The treatment of bladder cancers is often associated with a high rate of recurrence. In patients with non-muscle invasive bladder cancer, fluorescence cystoscopy can improve the detection and ablation of bladder tumors. Karl Storz Endoscopy is the only provider of the Photodynamic Diagnostic D-Light C (PDD) System, which is indicated for photodynamic blue light cystoscopy, as an adjunct to white light cystoscopy for the detection of non-muscle invasive papillary cancer of the bladder in patients suspected or known to have lesion(s) on the basis of prior cystoscopy. The PDD System allows application of an improved technique in detecting bladder cancer and offers a new tool in the management and treatment of bladder cancer that may increase the detection of lesions not well seen under white light examination. Improved detection of bladder tumors has proven beneficial by allowing for a more complete initial resection. Currently, the FDA has only approved the Karl Storz Photodynamic Diagnostic D-Light C (PDD) System that can meet the Government's needs for the Urologic Oncology Branch (UOB). Therefore, Karl Storz Endoscopy America is the only vendor available to provide the system due to the unique nature of the equipment. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11 AM EST, on July 21, 2013. All responses and questions must be in writing and faxed to 240-276-5399 or emailed to Reyes Rodriguez, Contracting Specialist via electronic mail at reyes.rodriguez@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
