- This change is to correct the error in the below descripiton NAICS Code to 492110 - all other information is current and correct CODIPLOMATIC POUCH AND MAIL SUPPORT SERVICES SEE ATTACHED SOLICITATION - REQUEST FOR PROPOSALS - SAQMMA14R0145 This is the solicitation notice for a total Small Business set-aside under NAICS code 492110, Local Messengers and Local Delivery, small business size -1500 employees. The Department of State, Bureau of Administration, Office of Logistics Management (A/LM) intends to award a Performance-Based Contract to a single source. The requirement is to provide technical, management, and labor necessary for Diplomatic Pouch and Mail Support Services at various Department of State Facilities in the Metro DC area. The anticipated performance is for a base period of twelve months with four one-year option periods at the discretion of the Government. All responsible sources may submit an offer, which will be considered. Offerors are expected to examine the entire solicitation document, failure to do so will be at the offeror's own risk. Offerors are required to submit formal, written proposals in response to the RFP as instructed in the attachments. The source selection procedures described therein will be used to conduct the evaluation of proposals and select the awardee. The acquisition is conducted under the procedures at FAR 12 for Commercial Items, in conjunction with FAR 15 and 16.404, as applicable All proposals from responsible vendors will be evaluated if received on time. All prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. All questions or comments should be forwarded in writing via email to Contracting Officer, Celenne Cook at cookcg@state.gov. Offerors are advised of the following from Section L - Instructions to Offerors Proposals must be delivered by 12:00 noon, August 5, 2014. Confirmation of intent to submit a proposal must be received by July 7, 2014, 12:00 noon.
