Description
The National Cancer Institute (NCI), Genetic Epidemiology Branch, Division of Cancer Epidemiology and Genetics, plans to procure on a sole source basis: molecular marker, medical, and clinical data from breast cancer patients from Department of Pathology, Cancer Hospital, Chinese Academy of Medical Sciences, 17 South Panjiayuan Lane, P.O. Box 2258, Beijing, China, 100021, USA. This procurement will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 493110 and the business size standard is $25.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Performance shall be from the date of award for twelve months. The Division of Cancer Epidemiology and Genetics (DCEG) is a research program of the National Cancer Institute (NCI), one of the National Institutes of Health (NIH). The Division is the world's most comprehensive cancer epidemiology research group. Its renowned epidemiologists, geneticists, and biostatisticians conduct population and multidisciplinary research to discover the genetic and environmental determinants of cancer and new approaches to cancer prevention. The Division's research impacts public health policy in the United States and around the world. The objective of this study is to characterize molecular profile of breast cancer among Chinese women and evaluate the known breast cancer risk factors by molecular subtypes. The specific aim for this procurement is to retrieve molecular marker data from the pathology report and risk factor data from medical record from breast cancer cases treated at CHCAMS between 2008 and 2012 (about 6,000 breast cancer cases). The contractor shall: Retrieve molecular marker data for ER, PR, HER2, Ki-67, EGFR, and CK5/6 from breast cancer cases treated at CHCAMS between 2008 and 2012. Extract medical history and clinical information (age, demographic data, BMI, reproductive factors, and tumor features) from medical records and pathology reports that the contractor collects and stores for all cases with molecular marker data. A sole source is intended to the Department of Pathology, Cancer Hospital, Chinese Academy of Medical Sciences for this order, based on the facts: 1) CHCAMS is among the largest and most well-known cancer hospitals in the northeast area of China where high rates in young women are observed, and they treat a large number of breast cancer patients each year. 2) NCI previously conducted a pilot study to test the feasibility of retrieving pathology blocks and medical data from cases treated at CHCAMS. The results from the pilot study demonstrated that molecular marker as well as medical record data can be collected in a timely manner; 3) Data will be obtained from breast cancer patients previously seen and treated at CHCAMS, and these resources are not available to persons outside CHCAMS without the expressed cooperation of CHCAMS (i.e., no commercial company would have access to the data or samples from these patients); and the contractor, CHCAMS possesses unique expertise and resources to conduct this study. This is not a solicitation for competitive quotations. However, if any interested party especially small business, believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on, July 21, 2014. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
