- SYNOPSIS: This announcement constitutes a Sources Sought Synopsis. This is not a Request for Quote (RFQ) or a Request for Response (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. Information is requested to identify the most appropriate way to connect the proposed granite replacement marker to either a new base or possibly the same base which previously held a bronze marker. The VA estimates that 1,000 will be ordered each year. BACKGROUND Bronze veterans' monuments supplied by the federal government are sometimes vandalized and stolen for their salvage value. Rather than provide a bronze monument subject to recurring theft, the National Cemetery Administration is considering the possibility of using a granite substitute (24" x 12" x 1") for the bronze markers (24" x 12" x approximately ½") in very limited circumstances. A variety of base materials and dimensions have been used but the typical base is cement, marble, or granite. The base is typically horizontal to the ground but in rare instances the surface may be sloped. The personal information (see below drawing) on these granite replacements would follow the same format as currently used for bronze monuments but would be inscribed (rather than laser etched). Please email MPSProgSupport@va.gov to obtain a digital file of the bronze monument format which these inscribed substitutes would serve. The substitute would be fine to medium- grained, gray granite weighing approximately 27.6 lbs and having a smooth 80 grit finish. SUBMISSION REQUIREMENTS (closing date for this RFI and for the submission of responses is August 1, 2014) 1. A written description of your suggested technique(s); In addition to descriptions of technique, your ideas regarding issues of cost, time to complete, durability, and aesthetics (no more than five pages) 2.Any known supporting technical information, technical drawings, or shop drawings that are needed to convey the idea(s) for connecting the granite replacements to a base. (no more than five pages) 3.If available, identify possible sources for: (no more than five pages) oexamples of past usage ocost 4.Please briefly describe: Your training and related business experience related to the placement of gravesite monuments in a variety of outdoor climates ( include what materials and equipment were used) (no more than five pages) 5.All offerors shall include the following information with each response: "Legal Business/Company Name (as it is indicated in www.sam.gov) "DUNS Number "Point of Contact Name "Telephone number "E-Mail Address "Capability statement, including costs ? RESPOND TO: 1.All RESPONSES shall be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website. 2.Please go to the VA eCMS Vendor Portal website at https://www.vendorportal.ecms.va.gov to register. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on 'Request a user account' to register. In the event an Offeror is unable to submit a response through the Vendor Portal domain, prior to the response closing date, contact the VAAS helpdesk at 1-877-634-3739, or via email at VA.Acquisition.Systems@va.gov. Submission of responses through email will not be accepted. Response transmission/uploads shall be completed by the date/time specified. Late or incomplete Responses will not be considered. 3.If Offerors are still unable to submit a response through VA eCMS Vendor Portal, the Offerors may submit a CD version of their response package as long as VA eCMS Vendor Portal registration requirements have been fulfilled and Offerors have contacted the VAAS helpdesk for assistance in their submission of a response. A copy of the email correspondence with the VAAS helpdesk will be forwarded to the Contracting Officer, Donna Cooper, at donna.cooper3@va.gov as proof of email correspondence. If a phone conversation with the VAAS helpdesk proves unsuccessful in an Offeror's ability to submit a response prior to the closing date via Vendor Portal, the Offeror shall submit to the Contracting Officer correspondence that contains the date, time, and name of helpdesk representative the Offeror contacted to include the reasons why the Offeror could not submit a response via the Portal. This document will be submitted together with the CD version of the response. In the event an Offeror has not requested response submission assistance to the VAAS help desk prior to the closing date, nor has submitted correspondence that identifies reasons why the Offeror could not submit a response via Vendor Portal, the Offeror will be considered non responsive and the CD version of the response will not be accepted. If a CD version of the response is accepted by the Contracting Officer, the CD version of the response shall be submitted as an MS Word document. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested submitter's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. The formal closing date for this RFI and for the submission of responses is August 1, 2014. Oral communications are not acceptable in response to this notice and telephone inquiries will not be accepted. DRAWING:
