Description
The USDA NRCS in New York is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program due to recent heavy rain and with resultant flooding conditions to relieve imminent hazards to life and property. This project is to correct the effects of a catastrophic failure of the streambank and road shoulder from Hurricane Irene and Tropical Storm Lee in the fall of 2011. Moreover, the grading and shaping of the stream channel and installation of the grade control structures will attempt to stabilize the streambank and prevent further erosion. The main focus of the project is the reconstruction and stabilization of an eroded streambank threatening a residence and the west side of State Route 143. Approximately 775 cubic yards of fill will be brought in to rebuild the eroded streambank. Additionally, the channel will be cleaned, graded, and shaped to a new cross section with stacked rock walls, stream barbs, and reinforced earth to stabilize the channel and protect the new bank. The project site is northwest of the intersection of State Route 143 and Switz Kill Road (County Route 1) in the Town of Westerlo, Albany County, New York. The site can be located at 42.516° north latitude and 74.046 west longitude. A bid guarantee of 20% of the bid price will be required with any bid. Performance and Payment Bonds in the amount of 100% will be required within 5 calendar days of award of contract. The location of the work sites will be within the flooded areas and as described in the solicitations. All necessary permits and land rights have been acquired. A firm-fixed price award is anticipated and is being set aside for Small Business residing or primarily doing business in the New York State counties of Albany, Broome, Bronx, Chenango, Chemung, Chenango, Clinton, Columbia, Delaware, Dutchess, Essex, Fulton, Franklin, Greene, Hamilton, Herkimer, Kings, Montgomery, Nassau, New York, Oneida, Orange, Otsego, Putnam, Queens, Rensselaer, Richmond, Rockland, Saratoga, Schenectady, Schoharie, Suffolk, Sullivan, Tioga, Tompkins, Ulster, Warren, Washington, and Westchester. The local area set aside is defined in accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The solicitation package, construction drawings and specifications will be posted and available from this site on or about July 17, 2014. Estimated date for bid opening will be on or about August 19, 2014. A pre-bid site showing is being planned for Tuesday, August 5, 2014, the details of which will be specified in the solicitation package. Price Range is between $100,000 - $250,000
