Description
Site Visit Information - Pueblo Chemical Depot The Government intends to conduct a pre-bid meeting on July 9, 2014 which will include a site visit. The meeting will start with potential Offerors at 8:00 am MT in the auditorium of Building 6 at the Pueblo Chemical Depot, Pueblo Colorado. The pre-bid meeting will be restricted to a maximum of 3 personnel per potential Offeror (including the prime and any subcontractors). One of these people must have UXO Safety qualifications in order to provide escort for their party at the MEC sites. Due to security restrictions, personnel attending the site visit must be cleared in advance. A Visitor Notification form must be filled out by the prime contractor. The Visitor Notification form will be found in applicable documentation. Qualifications of the Safety Specialist (Ordnance and Explosive Safety Specialist (OESS) or better) shall be provided when the Visitor Notification email is sent. The UXO Safety individual should be identified on the Visitor Notification form with one asterisk. The completed Visitor Notification forms shall be sent via email, no later than COB 7 July 2014. The form and the UXO Safety Specialist qualifications shall be sent to the following: Ms. Maureen M. Holland - e-mail: Maureen.m.holland@usace.army.mil 719-549-4841 Ms. Connie Ellard - email: constance.r.ellard@usace.army.mil 402-995-2540 *For access to the Installation, each member must bring their drivers license/identification card, and the driver of the vehicle must have a copy of the vehicle registration and proof of insurance (or rental car agreement). *All individuals must carry and present a valid state or government picture ID when on the Installation. *Government transportation will not be provided for the site tour. The Offerors are to use their own vehicles for the site tour. *The contractor shall identify if any foreign nations will be attending the site walk. Additional security screening will be required. *Attendees are responsible for bringing water, food, appropriate clothing, and any other necessary personal items. *Lunch facilities are not available, so please plan appropriately. Drink vending machines may be available. *MEC and UXO hazards exist on some sites; the Offeror's Ordnance and Safety Specialists (OESS) will be responsible for the escort of their firm's (to include subcontractor's) personnel in hazardous areas. Note their qualifications are to be provided when the Visitor Notification form is submitted and they should be identified on the Notification form with one asterisk. *Photography is restricted. * No film cameras are allowed at the site-walk, digital cameras only. A camera pass will be issued to the responsible individual before the start of the meeting. *Photos will be reviewed prior to leaving the Depot. To expedite the review only one camera per proposal team is allowed. The Visitor Notification form should identify who will be responsible for the camera and any photos taken. Placing two asterisks next to the individual's name is sufficient. *Cell phone reception is limited or nonexistent in some areas. Weather is extremely variable and can change suddenly. *The following items are not allowed on the Installation - firearms and knives. *Questions on the solicitation will be accepted up to 2 weeks prior to the proposal due date. In order to facilitate your access to the Depot it is recommended that the driver of the vehicle have their driver's license, current proof of insurance and current vehicle registration readily accessible as you approach the Installation's front gate. The guards will direct your vehicle to a nearby holding location where you will provide the required information and the guards will issue your vehicle a 1 day placard for access to the Depot. It is recommended that you arrive at the Installation's front gate no later than 7:15 am MT in order to allow for time for paperwork processing. A placard is needed in order for your vehicle to be used on the site tour.
