Description
BRAND NAME JUSTIFICATION RISK ASSESSMENT The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Simplified Acquisition Team intends to negotiate on a sole source basis with Math Works, Inc. using the procedures in FAR Parts 6 and 13. The Office of Satellite and Product Operations (OSPS)has a requirement for the MATLAB Software and maintenance. The purpose of this MATLAB will be used in support of the management and operations of the Satellite Operation Control Center (SOCC) and the Environmental Satellite Product Center (ESPC). OSPS currently possesses MATLAB licenses that require maintenance renewal to continue to use and has a need for new MATLAB licenses and maintenance to support those new licenses. The SOCC manages and directs the operation of NOAA's satellites and the acquisition of remotely sensed data. The Office has operational responsibility for the Satellite Operations Control Center'(SOCC) at Suitland, MD and Command and Data Acquisition (CDA) facility services at Wallops, VA and Fairbanks, AK to command and control the satellites, to track the satellites, and to acquire their data. The statutory authority for other than full and open competition is 41 USC 253(c) (1) as implemented by FAR 6.302-1, only one responsible source. The North American Industry Classification Code (NAICS) acquisition is 541519. The small business size is $35.5 million. This is not a solicitation for competitive\quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Jean.Barrett@noaa.gov no later than July 16, 2014, 11:00A.M, local standard time. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-74. The determination to compete or not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Reference # DG-133E-14-RQ-00732!! The US Department of Commerce has recently implemented a new policy regarding Supply Chain Risk Management (SCRM) for all information technology hardware and software. They now require that contracts, such as the one between NOAA and Math Works, Inc., include special language regarding SCRM requirements. They also require that companies submit certain information about their products in order for the government to conduct a risk assessment. VENDOR MUST ANSWER QUESTIONS
