- The solicitation number is HHS-NIH-NIDA (SSSA)-PSOL-14-385 and the solicitation is issued as a pre-solicitation notice of intent to award a non-competitive order to AB Sciex, LLC, 1201 Radio Road, Redwood City, CA 94065-1217. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirement of FAR Part 6-Competiton Requirements. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-75, dated June 24, 2014. There are no set-aside restrictions; the associated NAICS code 811219 and the small business size standard $6.5 million. This acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition Procedures. The NINDS Clinical Proteomics Facility (CPF) provides NINDS investigators with access to state-of-the-art mass spectrometry-based proteomics technologies in support of understanding the biochemical events that cause neurological injury and degeneration produced by viral infections, inflammation, trauma, or exposure to neurotoxic substances. NINDS goal is to apply that enhance human health and well-being. CPF utilizes automated nanoflow high performance liquid chromatography that is directly coupled to the ion source desalts, concentrates, and elutes peptides in a small volume of solvent that is compatible with electrospray ionization. Eksignet NanoLC Ultra in the lab is that critical components in the carrying out the Core's mission. The purpose of this acquisition is to purchase Service Agreement for the Eksigent Liquid Chromatograph and Autosampler. The Eksigent Liquid Chromatograph and Autosampler requires expert maintenance and repair (when needed), by engineers who has received thorough, specialized training and have access to the patented and proprietary details of this scientific instrument. To NINDS knowledge only AB Sciex, the manufacturer is capable to proving the service agreement for these equipment's and also provided service for that equipment last year. Acquisition of this service contract from AB Sciex also the CPF preferred status in scheduling field engineers and specifies that an engineer will be on-site within 3 business days. As core facility, it is mandatory that NINDS minimize any downtime. Period of Performance: One (1) Base Year and Two (2) Option Years The Defense Priorities and Allocation System (DPAS) is not applicable to this requirement. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award; the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by July 14, 2014 12:00 EST and must reference number HHS-NIH-NIDA (SSSA)-PSOL-14-385.
