Description
Project Description: Replace 3 existing Oil Water Separators (OWS) located at Aberdeen Proving Ground, Maryland. The proposed procurement is 100% Total Small Business Set-Aside, NAICS 238120, Size Standard is $14 Million. PLEASE NOTE THIS IS NOT A SOLICITATION. The solicitation will be posted on or about July 16, 2014. It is the Government's intent to solicit and award one contract to install 3 new state-of-the-art Oil Water Separators to meet current local, state, and Federal regulations. The largest OWS will is to have a 20,000 gallon water tank, and a 10,000 gallon oil water separator, with the other 2 being of various sizes. Contractors shall demonstrate their knowledge of experience with federal, state and local permitting. All contractor employees working at the project site on Aberdeen Proving Ground (APG) must possess a social security card. Employees must be a US citizen. These requirements with no exceptions must be met to be granted access to work at APG. Additionally, it would be a benefit to the offeror to have engineering and construction personnel familiar with USACE standards and practices for military construction projects. Magnitude of construction is between $1,000,000.00 and $5,000,000.00. This is a construction project. Additional information in accordance with the statement of work is included in the request bid package. All responsible sources may submit a bid which, if timely received, shall be considered by the agency. All questions shall be submitted via email to christina.sale@usace.army.mil. Bids can be submitted via mail to the U.S. Army Corps of Engineers, ATTN: Christina Sale, Contracting Division, 10 S. Howard Street, Room 7000, Baltimore, MD 21201-1715. Interested parties may download and print the solicitation at no charge from the Federal Business Opportunities (FedBizOpps) website, https://www.fbo.gov. Please note that all Corps of Engineers acquisitions are considered Sensitive, but Unclassified documents, and require users to have a valid MPIN entered in the FBO system to access packages. The media selected for issuance of Synopsis/Solicitation and amendments shall be solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the Internet. Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued.
