Description: This requirement provides for two (2) Marine Auxiliary Electric Steam Boilers and supporting condensate and feedwater system components for Military Sealift Command's USS Mount Whitney (LCC 20) ESLP availability. The boiler and supporting equipment requirements are as follows: 1) Marine Electric Auxiliary Boilers, Hydro Steam Industries Model STRH-4272-1404-3XC, or equal. Quantity = two (2), each with the following salient characteristics: a) Rated for 1234 kW & 4200 lbs./hour from and at 212oF b) Power Supply will be 450 VAC, 3 Phase, 60 Hz, 0.8 Power Factor c) Built to ASME, UL and NEC standards with ABS Approval i) ASME Section I, 180 PSI Design Boiler ii) ASME Safety Valves (2) set @ 180 PSI iii) All tube/coil assemblies must be designed, built and stamped per ASNE Section I specifications iv) ABS Certification Documents shall be included with each unit d) Float Type Low Water Cutout (LWCO) e) Probe Type Auxiliary LWCO f) Manual and Automatic reset High Pressure Cutouts g) Pressure, Level and Steam Temperature Transmitters (Micron Instruments, or equal) h) Proportional Temperature and Level Control via Central Programmable Logic Controller (PLC) i) Solid State Step Control of Heating elements with 12+ steps j) Incoloy Heating Elements k) Water Level Sight & Steam Pressure Gauges l) Feedwater Stop and Check Valves m) Electric Modulating Feedwater Control Valve with 3 way bypass n) 1.25" Blowdown Valves o) 3" Steam Stop, Check and Gate Valves p) NEMA 12 Control Cabinet with Control Voltage Transformer, Control Power, E-Stops, Alarm Circuits, Pilot Lights, Enable/Disable Switches for each heating step and power distribution to branch circuits q) NEMA 4 Signal I/O Cabinet r) Overall Boiler Maximum Dimensions (per boiler) = 96" x 66" x 54" (L x W x H) s) Commissioning Spare Parts, if any (Separately Priced) t) Special Tool Requirements, if any (Separately Priced) u) Spare Parts Listing for one year operation. Annual operation per boiler estimated to be 2600 hours @ 75% load. (Separately Priced) 2) Boiler Feedwater Skid, quantity = one (1), including tank, pumps, controllers and supporting equipment with the following salient characteristics: a) Stainless Steel Feedwater Tank b) Feedwater Tank capacity not less than 215 US Gallons c) LWCO Alarm and Pump Cutout d) Tank TDS (Total Dissolved Solids) and Level Transmitters e) Qty = Two (2) Feedwater Pumps, Grundfos CR3-15 (or equal) with the following salient characteristics: i) 3HP, 450VAC, 3 Phase, 60 Hz ii) 12 GPM @ 400' head iii) Completely piped and wired including bypass orifices, valves, transmitters, sensors and gauges iv) Combination Starters mounted on Feedwater Skid f) NEMA 4 Control & I/O Cabinet with Main Disconnect, Control Voltage Transformer, E-Stop switch, Hand-Off-Auto Selector Switches (Qty = 6), Pilot Lights (Qty = 12) and Alarm Horn & Light g) ABS Certification h) Overall Feedwater Skid Package Maximum Dimensions (Inclusive of Feedwater Tank, Feedwater Pumps, Control Cabinet, Motor Starters, Piping, Valves, Gauges and Transmitters: 66" x 36" x 72" (L x W x H) 3) Feedwater Transfer & Make-Up Pumps and components: a) Qty = Two (2) Condensate Transfer Pumps, Grundfos CRE3-4 (or equal) with the following salient characteristics: (Note: Condensate Transfer Pump assemblies to be shipped loose and are not included in overall Feedwater Skid Package Maximum Dimensions shown above.) i) 1HP, 450VAC, 3 Phase, 60 Hz ii) 17.5 GPM @ 80' head iii) Variable Speed Drive iv) Discharge Stop and Check valves v) Pressure Transmitters (Micron Instruments, Or Equal) vi) Pressure Indicators vii) Combination Motor Starters, Qty =2 (Shipped Loose) b) Qty = Two (2) Make-Up Feedwater Pumps, Burks WA6 (or equal) with the following salient characteristics: (Note: Make-Up Feedwater Pump assemblies to be shipped loose and are not included in overall Feedwater Skid Package Maximum Dimensions shown above.) i) 1HP, 450VAC, 3 Phase, 60 Hz ii) 16 GPM @ 90' head iii) Self Priming iv) Discharge Stop and Check valves v) Pressure Transmitters (Micron Instruments, Or Equal) vi) Pressure Indicators vii) Combination Motor Starters, Qty =2 (Shipped Loose) c) Fresh Water Drain Tank Radar Level Transmitter, Qty = 1, VEGAPULS Series 60, or equal 4) Central Programmable Logic Control Panel for Boilers, Condensate and Feedwater System with the following salient characteristics: a) NEMA 12 Control Cabinet b) Control Power Switch c) PLC with Full SCADA Interface with DCS via Ethernet or Modbus Protocol (Siemens S7, or Equal) d) 10" Touchscreen HMI e) Alarm Horn & Pilot Light f) Mounted on Boiler Feedwater in Section 2 above g) Remote display mimic HMI panel (Shipped Loose) for mounting in Control Station 17. Rationale for Small Business Strategy (as required by ASN(RDA) Memorandum, Improving Communications During the Market Research Process, dated 2 June 2014): Not enough responses were received to market research. Procurement will be conducted under full and open competition. IAW FAR Part 5.207 (c)(16)- All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
