- The Special Operations Forces & Personnel Recovery Division (WIS) at Air Force Life Cycle Management Center (AFLCMC), Wright Patterson AFB, OH is releasing a Pre-Solicitation Notice for the Rapid Development Integrated Facility (RDIF) Program. WIS plans to release a Request for Proposal (RFP) for the RDIF Support requirement not earlier than 18 July 2014. A single award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a five year ordering period will be awarded using a tradeoff of past performance versus price source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15.3, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures 04 Mar 2011, and Air Force Mandatory Procedures 5315.3. Past performance is significantly more important than price. This requirement has been offered and accepted into the 8(a) program, making this a competitive 8(a) set-aside. The RDIF's primary function and scope consists of aircraft parts development, integration, prototyping, and production. While it is the Government's goal to perform as much of the work as possible, contractor resources augment Government resources to accomplish the RDIF's mission. Contractor support requirements fluctuate as programs and funding are acquired by RDIF. While touch-labor is the common element of support, various programs require the following: work at offsite locations, short term specialties, materials procurement, manufacturing support, research and development, prototyping, quality assurance, engineering, aircraft modification, and test support. This pre-solicitation notice is not to be construed as a formal solicitation (Invitation for Bid (IFB) or RFP). The Government does not intend to award a contract on the basis of this notice. This notice is for information and planning purposes only. The Government will not provide reimbursement of costs associated with any documentation or communication submitted in response to this notice. Any submitted documentation, upon delivery, becomes the property of the U.S. Government and will not be returned. Questions or comments concerning this notice should be addressed to the Contracting Officer. Proposals will be due 30 days from the date of RFP release. Exchanges during the source selection process may include clarifications, communications, and discussions as necessary. Contract award is estimated for 1 Dec 2014; the Air Force however reserves the right not to award a contract.
