- Arnold Engineering Development Complex (AEDC), Arnold AFB TN has a requirement for the Repair Boilers No. 2, 3, and 4 Air System. The work includes providing all material, labor, equipment, and transportation to replace existing inducted and forced draft fans, concrete pads, boiler exhaust ducting, and fan motors, and removing the ash hopper on Boiler No. 2. This requirement includes two options: Option 1-Removal of Ash Hopper on Boiler No. 3 and Option 2-Removal of Ash Hopper on Boiler No. 4. This work involves lead and asbestos handling and disposal. Work is to be completed at Arnold AFB, TN 37389. All items and warranties are to be FOB Destination to Arnold AFB, TN. The anticipated period of performance is 330 calendar days after Notice to Proceed which includes the mandatory down-time for the winter months. This procurement will be solicited as a Small Business Set-Aside under NAICS code 238220 with a small business size standard of $14,000,000.00. The successful offeror must be register in System for Award Management (www.SAM.gov) in accordance with FAR 52.204-7. The Invitation for Bid (IFB) will be available on or about 18 July 2014. The IFB will only be available electronically on the Federal Business Opportunities (FBO) website. Please register as a source to be notified of IFB amendments, etc. It is the responsibility of the vendor (even those registered as a source) to check the FBO website frequently to ensure they have all available information. Amendments will not be provided outside of the FBO website. AF 5352.201-9101 OMBUDSMAN (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
