- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health, Clinical Center (CC) intends to award a Fixed Price purchase order to Stemsoft Software, Inc. Vancouver, BC V5Z 4S6 on a sole source basis to procure preventive maintenance services for StemLab Interfaces devices that are running software applications. These software applications are used primarily for the electronic patient record keeping system located at the National Institutes of Health's Clinical Center, Department of Transfusion Medicine (DTM) and is in conjunction with the Center for International Blood and Marrow Transplant Research and their investigator reporting. Stemsoft Software, Inc is the proprietor of the StemLab Interfaces and the software applications that are being used in the Cell Processing Section of DTM. The interfaces, applications and system are used for laboratory testing, tracking and storing results of products; mostly which come through the Cell Processing Section and feeds back into the NIH Clinical Center CRIS system for patient care purposes. Soliciting outside of this company would jeopardize accreditation with the FDA and in doing so would cause the loss of patient records. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12 in conjunction with the policies and procedures for the competition requirements in FAR Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Ivan Jones, Contract Specialist, ivan.jones@nih.gov by the due date and time marked in this notice.
