Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to procure on other than full and open competition basis post production System Configuration Set lifecycle support of the T-45C aircraft Mission Display Processor (MDP) Operational Flight Program (OFP) for the United States Navy (USN). The Navy intends to enter into negotiations for a Cost Plus Fixed Fee (CPFF) contract. This procurement is a sole source to The Boeing Company, 6200 J S McDonnell Blvd, St. Louis, MO 63134-1939. In accordance with FAR 6.302-1(b)(1)(i), The Boeing Company possesses unique capabilities that are not available from any other source. As the sole designer, developer, and producer of the respective aircraft, Boeing is the only source for acquisition of T-45 system and software engineering updates and modifications (System Configuration Set lifecycle updates). System and software engineering efforts are required to modify existing MDP OFPs to produce a single configuration OFP (tentatively identified as H6.0) for all T-45C aircraft and simulators. Also included in the requirement is transition of the Multifunction Test Set (MTS) Operational Test Program Set (OTPS) support equipment software to government control and contractor system and software engineering support for government incorporation of the Automated Dependent Surveillance-Broadcast Out (ADS-B Out) function mandated by the FAA (tentatively identified as H7.0). The services shall be performed at the contractor facility in St. Louis, MO and on-site at the NAVAIRWARCENWPNSDIV China Lake, CA. The contract term will be five years. This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response, which shall be considered by the agency. The written response shall reference solicitation number N68936-14-R-0140 and clearly show the firms capability, background, experience and assets necessary to perform the required work mentioned above without causing programmatic hardship, compromising the quality, accuracy, reliability, and delivery of the product or duplication of cost to the Government. Written response shall be submitted by e-mail to Joel.Ashworth@navy.mil or mailed to Commander, Code 254120D (Joel Ashworth), NAVAIRWARCENWPNSDIV, 429 E. Bowen Rd. Mail Stop 4015, China Lake, CA 93555-6108 within 15 days from the notice date.
