Description
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This is a Request for Quotation (RFQ) and a written solicitation will not be issued. The solicitation number is FA5209-14 -Q-1010. 2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73 and DFARS Publication Notice 20140421. 3. The NAICS is 334210, Small Business Size Standard for this NAICS code is 1000 people. 4. There is no set aside for this RFQ in accordance with FAR 19.000(a) as this contract will be performed solely in Japan. 5. Delivery shall be F.O.B. The Government intends to make award to the lowest priced technically acceptable offeror. The Government intends to award without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. The following listed are evaluation factors that shall be used in the evaluation process: 1. Price 2. Technical Capability: Technical Acceptability is achieved when the offeror provides proof that the products meet the minimum standards of Item Descriptions, and Quality Products (i.e., products brochures and/or products data shall be attached to the price proposal): If equal item is proposed, proof that the offered products are compatible with the existing items shall be submitted with the required technical data. All offerors shall submit description of the products being offered in sufficient detail in addition to the price proposal, to evaluate compliance with the requirements in this solicitation. In the current configuration, the controller positions are located in the primary command post connected to the HiPath 4000 V5 host server. Pursuant to this Statement of Work, the contractor will upgrade the existing HiPath servers to V6, upgrade the existing conference server, replace the existing voice recorder and refresh the controller position's handsets, console computers and touch screens, and at the same time reconnect and test the previously connected UHF, VHF and LMR radio nets. This upgrade and tech refresh will improve overall system reliability. In support of the upgrade and tech refresh described above, the contractor will: 1. Disconnect, upgrade and reconfigure the following HiPath equipment in the switch room a) HiPath 4000V5 system will be upgraded to the HiPath 4000 V6 a) Contractor will replace the Dispatch System Manager Server with WIN2008 server software and server hardware and migrate and configure the existing dispatch database to function the same as the previous version b) The contractor will upgrade the HiPath DAKS Conference Server to release 7 and install / configure to operate the same as the prior DAKS Conference Server c) Reconnect and test all SIFA radio interface equipment including replacing 4 interface units - assumes Government radios are accessible with tone remote signaling interfacing installed d) Replace uninterruptable power supply (UPS) with new 3000 VA UPS e) Replace 24 channel voice recorder with new 24 channel recorder f) Replace existing fiber modems with new modem equipment g) Replace existing controller multiplexer (MUXY) h) Upgrade attached survivable remote shelf with new V6 software and coordinate with alternate command post to minimize down time. 2. This Statement of Work includes a technology refresh in the existing controller area (primary command post) of the following: a) Install PC / touch computers at each controller position (eight (8) total) b) Install new PTT Handsets, two (2) for each position c) Install one (1) new 1000VA UPS at each controller position d) Support new furniture installation with speaker panel build-out (speakers, wiring, lights, volume control) at each position - speaker panels are assumed to be provided by government or selected furniture vendor under a separate contract 3. All controller positions will be installed in existing government provided furniture. 1. SCOPE This Statement of Work defines the 374 AW/CP requirements to purchase an upgrade to the existing HiPath Dispatch communications system. This system will be installed on the premise of the 374 AW/CP, Yokota AFB, Japan. The work set forth consists of installation, system set-up, testing, cutover, controller (customer) training, and complete documentation of all hardware and software components installed under this Statement of Work. 1.1 Schedule: The desired installation start date is on or before 1 Oct. 2014. The expected completion date will be no later than forty-five (45) days after the installation start date. 2. MAINTENANCE AND SUPPORT 2.1 Warranty Support: The contractor will provide a full/unlimited ninety day warranty for all contractor provided hardware/software, materials, and workmanship under this Statement of Work. The warranty period will not begin until government's acceptance, as further described below. The warranty will include emergency technical assistance as required, including 24/7 remote dial-in and on-site responses, as appropriate, for system failures. 3. TRAINING 3.1 Training Requirements: This Statement of Work assumes users are currently familiar with the operations and administration of the current system. The contractor provided training will consist of the operation and administrational differences between V5 and the upgraded V6 system and will be provided for three (3) administrators and up to fifteen (15) controllers designated by the customer. All training presentations and documentation (system administrator, user, and training guides) will be provided and performed on-site in English on the date(s) mutually agreed upon by the parties. All applicable documentation, including training materials, shall be provided to the customer. No more than sixteen (16) hours of training will be conducted. 4. TESTING 4.1 Testing Requirements: The contractors will perform all testing as specified in the contractor provided and government approved (which approval shall not be unreasonably withheld or delayed) test plan to assure that the system meets the minimum feature requirements specified herein. The contractor has the responsibility to ensure the installation is tested prior to cutover. The government will witness all testing. The contractor will document these test results. Copies of the test results will be provided to the government upon the government's request. 5. ACCEPTANCE 5.1 System Acceptance: Upon completion of the services, the contractor will notify the customer, after which the customer will have five (5) business days to review, evaluate and/or test the services to determine whether or not the services satisfy the acceptance criteria in all material respects (the "Acceptance Period"). If the services satisfy the acceptance criteria in all material respects, the customer will furnish a written acceptance confirmation to the contractor prior to the end of its Acceptance Period. If the services are not accepted due to a non-conformity or defect, the customer will notify the contractor in writing of the rejection within the Acceptance Period, which rejection must include detailed written reasons for the rejection. Upon receipt of a rejection, the contractor will attempt to resolve any such issues and resubmit the services to the customer and the process set forth above will be repeated. If the customer fails to notify the contractor of its acceptance or rejection within the Acceptance Period, then the services are deemed accepted automatically. 5.2 Down Time: Contractor will use commercially reasonable efforts to install, test, train and cutover the services with a minimal disruption of operations; however, all console positions shall be "taken down" during the system move and upgrade. Prior to contractor intentionally causing any disruption or termination of communication capability due to the activities under this Statement of Work, the contractor will seek and receive clearance from the customer or designated representative. The contractor will seek permission and guidance from the list below for this Statement of Work and prior to any deviations from this Statement of Work Attachment 3 52.212-3 -- Offeror Representations and Certifications with Alternate I (May 2014)-- Commercial Items (May 2014) An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision. (a) Definitions. As used in this provision-- "Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program. "Forced or indentured child labor" means all work or service- (1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or (2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties. "Inverted domestic corporation," as used in this section, means a foreign incorporated entity which is treated as an inverted domestic corporation under 6 U.S.C. 395(b), i.e., a corporation that used to be incorporated in the United States, or used to be a partnership in the United States, but now is incorporated in a foreign country, or is a subsidiary whose parent corporation is incorporated in a foreign country, that meets the criteria specified in 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c). An inverted domestic corporation as herein defined does not meet the definition of an inverted domestic corporation as defined by the Internal Revenue Code at 26 U.S.C. 7874. "Manufactured end product" means any end product in Federal Supply Classes (FSC) 1000-9999, except- (1) FSC 5510, Lumber and Related Basic Wood Materials; (2) Federal Supply Group (FSG) 87, Agricultural Supplies; (3) FSG 88, Live Animals; (4) FSG 89, Food and Related Consumables; (5) FSC 9410, Crude Grades of Plant Materials; (6) FSC 9430, Miscellaneous Crude Animal Products, Inedible; (7) FSC 9440, Miscellaneous Crude Agricultural and Forestry Products; (8) FSC 9610, Ores; (9) FSC 9620, Minerals, Natural and Synthetic; and (10) FSC 9630, Additive Metal Materials. "Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture. "Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate- (1) Are conducted under contract directly and exclusively with the regional government of southern Sudan; (2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization; (3) Consist of providing goods or services to marginalized populations of Sudan; (4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization; (5) Consist of providing goods or services that are used only to promote health or education; or (6) Have been voluntarily suspended. Sensitive technology- (1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically- (i) To restrict the free flow of unbiased information in Iran; or (ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and (2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)). "Service-disabled veteran-owned small business concern"- (1) Means a small business concern- (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. "Subsidiary" means an entity in which more than 50 percent of the entity is owned- (1) Directly by a parent corporation; or (2) Through another subsidiary of a parent corporation. Unless a waiver is granted or an exception applies as provided in paragraph (o)(3) of this provision, by submission of its offer, the offeror- (i) Represents, to the best of its knowledge and belief, that the offeror does not export any sensitive technology to the government of Iran or any entities or individuals owned or controlled by, or acting on behalf or at the direction of, the government of Iran; (ii) Certifies that the offeror, or any person owned or controlled by the offeror, does not engage in any activities for which sanctions may be imposed under section 5 of the Iran Sanctions Act; and (iii) Certifies that the offeror, and any person owned or controlled by the offeror, does not knowingly engage in any transaction that exceeds $3,000 with Iran's Revolutionary Guard Corps or any of its officials, agents, or affiliates, the property and interests in property of which are blocked pursuant to the International Emergency Economic Powers Act (50(U.S.C. 1701 et seq.) (see OFAC's Specially Designated Nationals and Blocked Persons List at http://www.treasury.gov/ofac/downloads/t11sdn.pdf). (3) The representation and certification requirements of paragraph (o)(2) of this provision do not apply if- (i) This solicitation includes a trade agreements certification (e.g., 52.212-3(g) or a comparable agency provision); and (ii) The offeror has certified that all the offered products to be supplied are designated country end products. (End of Provision) Alternate I (May 2014). As prescribed in 12.301(b)(2), add the following paragraph (c)(12) to the basic provision: (12) (Complete if the offeror has represented itself as disadvantaged in paragraph (c)(4) or (c)(10) of this provision.)
