- Appendix B Appendix A Solicitation document Batteries and Rectifiers Replacement for Camp Fuji This is a pre-solicitation notice/combined synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Synopsis will be as follows. A separate written solicitation M67400- 14 - T - 0109 has been issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23 and Defense Acquisition Circular 91-13. DPAS Rating is DO-C9D. The North American Industrial Classification System code is 238210 and the business size standard is NTE 6.5 million. Required Item and Descriptions are as follows. ITEM NO 0001 - 48VDC Rectifiers, ITEM NO 0002 Replacement of Rectifiers, ITEM NO 0003 (Optional) Inverters, and ITEM NO 0004 (Optional) Replacement of Inverters. The contractor shall provide personnel, equipment, tools, materials, management supervision, quality control and labor necessary to perform removal of the existing rectifiers owned by the government, delivery and installation of new rectifiers for the MCB Dial Central Office on Camp Fuji, Shizuoka Japan. The contractor shall perform any site preparations required and Engineer, Furnish, Install and Test (EFIT) the new rectifier system to accomplish this objective. The contractor shall be responsible for replacing and correcting switching facilities omitted and/or installed in error by the contractor without any extra expense or delay to the Government. THE OFFERORS MUST SUBMIT ALL THE REQUIRED DOCUMENTS SPECIFIED UNDER "SUBMISSION REQUIREMENTS" IN THIS SOLICITATION TO BE CONSIDERED AS RESPONSIBLE OFFERORS. The Contractor is required to be authorized to perform/operate in the country of Japan in accordance with DFARS252.225-7042 entitled, "Authorization to Perform." The Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible Offerors must be active in the System Award Management (SAM) in accordance with DFARS 252.204-7004 unless you qualify under an exemption. DUNS, TIN and CAGE Code must be written on submitted proposal. The solicitation (Request for Proposal), when it is released it will be available electronically at the following web site http://www1.fbo.gov under solicitation M67400- 14 - T-0109. The solicitation also may be e-mailed upon a written request to the Point of Contact listed. Upon the submission of the solicitation, it is required to attach the check list provided on the synopsis.
